42 <br /> 1 <br /> 2 The Sub-Committee also offers the following specific suggestions regarding the content of the <br /> 3 MOU. These suggestions are more fully described in the attached report. <br /> 4 <br /> 5 • Decrease the overall size of the Council from thirty-one to sixteen members <br /> 6 <br /> 7 • Focus membership on public sector entities <br /> 8 <br /> 9 • Clarify that the Council's charge: <br /> 10 o Provide opportunities to engage with the community on concerns and ideas <br /> 11 regarding climate change and climate justice; <br /> 12 o Gather and exchange information on climate change mitigation and prevention; <br /> 13 o Maintain and update an inventory of climate change initiatives of the entities <br /> 14 represented on the Council; <br /> 15 o Promote communication between the municipalities and the County on future <br /> 16 opportunities and collaborative efforts; <br /> 17 o Provide updates on the Climate Action Plans of the entities represented on the <br /> 18 Council; <br /> 19 o Provide feedback on public education and public outreach conducted by the entities <br /> 20 represented on the Council or any collaborative education and outreach activities as <br /> 21 requested by those entities. <br /> 22 <br /> 23 • Establish a meeting frequency of three times per year consistent with the <br /> 24 Intergovernmental Parks Work group. <br /> 25 <br /> 26 • Charge each entity with appointing its own members <br /> 27 <br /> 28 • Clarify that, as an intergovernmental entity, the Climate Council should not be <br /> 29 considered an advisory board of any of its constituent entities. <br /> 30 <br /> 31 • County staff will work with the appointed County representatives to prepare agendas and <br /> 32 coordinate meetings. Each entity represented on the Council will be responsible for <br /> 33 providing individual agency updates and engaging in collaborative activities. <br /> 34 <br /> 35 Importance of a County Climate Action Plan <br /> 36 The Sub-Committee also recognized the need for the County to create its own Climate Action <br /> 37 Plan to identify the County's goals and strategies. The creation of the Plan would be led by the <br /> 38 County's Sustainability Coordinator and advised by and facilitated through the Commission for <br /> 39 the Environment.
