Reporting and Inspections <br /> 3 North State Communications is required to provide at least monthly progress reports to the <br /> 4 County. These reports will contain: <br /> 5 <br /> 6 • Nature of work completed during the preceding period; <br /> 7 • Estimated percentages of physical completion for the network; <br /> 8 • Number of route miles of fiber constructed and activated; <br /> 9 • Overall project schedule status; <br /> 10 • Overall project budget status; <br /> 11 • Number of locations passed by network section; <br /> 12 . Number of residential subscriptions by service type added in that quarter, and to date; <br /> 13 • Any delays that have occurred, or are continuing to occur, with a detailed explanation <br /> 14 and plan to address such delay; <br /> 15 • Any anticipated delays in the work, with a detailed explanation; <br /> 16 • Responses to particular requests for information from County; <br /> 17 • Any proposed changes to the work; and <br /> 18 • Other information reasonably requested by County. <br /> 19 <br /> 20 4. Service Costs <br /> 21 Under the terms of the agreement, North State will offer a low-cost service with a minimum <br /> 22 speed of 200 mbps symmetrical for no more than $40 per month, prior to any federal or <br /> 23 state subsidies available, until at least two years from the date construction is completed. <br /> 24 Consistent with the terms of the American Rescue Plan Act, North State must also <br /> 25 participate in the Federal Communications Commission's Affordable Connectivity Program <br /> 26 as long as it is available. <br /> 27 <br /> 28 The contract further provides that the standard rates that are in place at the time of first <br /> 29 customer activation will not increase by more than ten percent (10%) per year for any <br /> 30 service levels until at least January 1, 2026. <br /> 31 <br /> 32 <br />
