12 <br /> Key Factors of Realignment <br /> • The State is not mandating 8 Boards. Realignment does not necessarily mean one specific <br /> number of local workforce boards will be the result. <br /> • Funding for rural counties will not be impacted by any Realignment changes. All counties receive <br /> funds based on established US DOL formulas. <br /> • There will still be local control of all workforce boards and NCWorks Career Centers. <br /> • We do not foresee massive layoffs with local workforce staff. There may be some administrative <br /> savings, over time. <br /> • Following a request from local governments, the State has the statutory authority to implement - - <br /> realignment for individual boards. 20 CFR 679.240 allows the Governor to designate a local area, <br /> after the appropriate local elected officials make such a request. <br /> • DWS will work with local governments to implement the NCWorks Commission's guiding <br /> principles regarding alignment. <br /> fNORTH CAROLINA <br /> DEPARTMENT of <br /> ' COMMERCE <br />
