10 <br /> 1 Commissioner Hamilton said families are in a different position for advocacy. She said <br /> 2 families do not always know how to navigate the system. She said the committees are in a <br /> 3 different position. <br /> 4 Vibeke Talley said that there has been some progress in reducing the isolation by having <br /> 5 family members visits, but that her committee would like to go in and visit as well. <br /> 6 Commissioner Greene said one of the reasons that the conditions in nursing homes are <br /> 7 the low wages for staff. She asked if any of the nursing homes in the county pay a living wage. <br /> 8 Vibeke Talley and Janice Tyler said no, except for Carol Woods. <br /> 9 Vibeke Talley said they have increased the wages and hourly pay. She said right now it <br /> 10 is $12-$14/hour for four nursing homes and $15-$16/ hour at Carol Woods. <br /> 11 Janice Tyler said that is where the General Assembly stepped in and provided those <br /> 12 bonuses for longtime care workers. <br /> 13 Janice Tyler said that the chair of the Area Agency on Aging (AAA) Board is <br /> 14 Commissioner Greene. She said it would be appropriate to go through the AAA board for <br /> 15 reentry concerns because it represents seven counties. <br /> 16 Commissioner Richards asked about the regulations on safety. <br /> 17 Janice Tyler said this has come up in previous years. <br /> 18 Commissioner Richards asked who decides the safety expectations. <br /> 19 Janice Tyler said the state decides for nursing homes. She said that the Department of <br /> 20 Social Services, along with the state Department of Health and Social Services, has authority <br /> 21 over adult care homes and assisted living. She said that DSS has a staff person that does the <br /> 22 licensure at adult care centers. <br /> 23 Commissioner Richards ask for clarification on the distinctions between the care types <br /> 24 and centers. <br /> 25 Janice Tyler said skilled nursing facilities and long-term care facilities. <br /> 26 Commissioner Richards asked where issues go to after a visit is made. <br /> 27 Vibeke Talley said they speak with the manager of the facility after a visit and then speak <br /> 28 with the ombudsman's office. She said their reports get posted on the Orange County website, <br /> 29 which increases transparency. <br /> 30 Autumn Cox said any time a state team goes into a building, they always look at most <br /> 31 recent CAC report and share what those concerns are. She said they can take those concerns <br /> 32 in when they go to survey the site. <br /> 33 Commissioner Fowler asked if there is an anonymous tip line for family members to <br /> 34 report concerns. <br /> 35 Vibeke Talley said the ombudsman's number is always posted in the facility. She said <br /> 36 that they ask residents if they can share the information they have learned and if they would like <br /> 37 to be anonymous. <br /> 38 Janice Tyler said her department also gets the calls on the aging help line and they refer <br /> 39 them. <br /> 40 Commissioner Bedford thanked Vibeke Talley for serving on the Advisory Board of <br /> 41 Aging as well. <br /> 42 Vibeke Talley said it has been nice to collaborate and work closely together. She said <br /> 43 they also work with the adult care board. She said they have the meetings back-to-back, and <br /> 44 they touch base. <br /> 45 Commissioner Bedford asked if there was a date for training to begin for new CAC <br /> 46 members. <br /> 47 Autumn Cox said that the state is waiting for a trainer to be hired. She said that CAC <br /> 48 members now need increased number of hours before they can be appointed. She said they <br /> 49 have a lot of people who are waiting to take training and they are trying to prepare them so they <br /> 50 can get trained quickly and start making visits. <br /> 51 Bruce Baldwin and Quintana Stewart presented for the Board of Health. <br />
