This proposal outlines our understanding of the project scope, tasks to be <br /> completed, assumptions underlying our fee proposal, and fees for various project tasks. <br /> I. PROJECT DESCRIPTION <br /> The project consists of a due diligence investigation and preliminary plan to locate a new Waste <br /> and Recycling Center to replace the two sites listed above. The proposed modernized consolidation of the <br /> two sites would serve the community with updated facilities and equipment, adequate room for vehicular <br /> traffic flow and employee parking with a "hybrid" design between that of a district center (such as Walnut <br /> and Eubanks) and a neighborhood center (such as High Rock). The new 'hybrid" type center will <br /> accommodate the residential community in the southwestern quadrant of the County with more <br /> accessibility, clearer signage, secure fencing and the County will own the property. This model will allow <br /> the County, going forward, to be in control of the property rather than operate on leased property. <br /> II. SCOPE OF SERVICES <br /> Draper Aden Associates will assist OCSW in a due diligence investigation of the proposed sites <br /> located near the intersection of NC 54 and Orange Grove Road. In addition, preliminary layouts will be <br /> generated for use in meetings and project cost estimating. Below is a description of the Tasks that will be <br /> completed: <br /> A. Property Acquisition Fact Finding: Assist the County with contact and discussions with the <br /> current owner of the three potential parcels, Orange Water and Sewer Authority (OWASA) to <br /> investigate land transfer or other acceptable ways for OCSW to utilize the parcel(s) <br /> B. Preliminary Septic Investigation: DAA will engage a licensed soil scientist to perform a <br /> preliminary investigation of the selected site to determine areas for potential septic systems and <br /> acceptable soils. <br /> Blacksburg• Charlottesville•Manassas •Newport News•Richmond• Virginia Beach •Raleigh <br />
