North Carolina Sustainability Energy Association <br />Orange County Community Climate Action Grant Program Performance <br />Agreement Rev. 2/21 <br />Page 10 of 11 <br /> <br /> <br /> <br />Important External Funding Update: <br />Since NCSEA submitted the original application to Orange County, N.C. Department of <br />Environmental Quality (DEQ) has committed $210,000 from American Rescue Plan Act (ARPA) <br />funding to NCSEA to carry out retrofits and health and safety repairs for low-income homes. While <br />this project spans several counties, the primary territory will be Orange County, allowing NCSEA to <br />leverage this funding to increase the impacts of NERP. For example, by using DEQ funding, NERP <br />homes can receive more extensive upgrades that could include a heat pump water heater and a new <br />HVAC, resulting in more significant impacts for the resident (i.e. dollars saved, kWh reduced). <br />Furthermore, there are far more low-income, inefficient homes in the community than NERP can <br />serve, and DEQ funding would enable energy efficiency benefits for homes that otherwise would not <br />receive a retrofit. <br /> <br />However, this funding is required by DEQ to be completely spent by September 30, 2022, so <br />NCSEA would be able to leverage this funding in tandem with NERP only until that date.
