Meeting Summary—Parks and Recreation Council April 6, 2022 <br /> Bonnie B. Davis Environment and Agricultural Center-Hillsborough,NC <br /> Members Present: Gina Reyman(Chair),Mikki Fleming(Vice-Chair),Natalie Ziemba,Xilong Zhao, <br /> Tim Tippin, Greg Hughes <br /> Members Absent: Chris Colvin,Robert"Bob" Smith <br /> Staff: David Stancil,Beth Young,Kalani Allen <br /> Chair Gina Reyman called the meeting to order at 6:36pm. This being the first in-person meeting since <br /> 2020, Council members introduced themselves and gave reasons why they joined the council. Some <br /> reasons for interest included children's participation in recreation activities, interest in trails,and <br /> volunteered as a coach for the recreation department. <br /> Review of Meeting Summary/Additions to Agenda: <br /> a. No changes or additions to meeting summary. Tim Tippin moved approval of the meeting <br /> summary. The Council voted to accept the meeting summary from the March 2 meeting. After <br /> approval of meeting summary, Greg Hughes asked David Stancil when the Council would know <br /> the status of the Outside Agency funding requests. Stancil answered May 3'as this is when the <br /> County Manager will release the budget. <br /> Report of the Chair: <br /> a. New Appointments Made on April 5,2022-Reyman recognized Hughes' reappointment to the <br /> Council for his first full term, and new appointments Jessie Birckhead and Rebecca Truluck,who <br /> were approved at the BOCC April 5 meeting the night before. <br /> b. Update on Recruitment Efforts-Beth Young discussed and showed flyer and webpage for <br /> recruitment for PRC. Mikki Fleming provided grammar corrections on the webpage document. <br /> Young stated the flyer will be translated into Spanish,Mandarin and Burmese. Stancil shared that <br /> copies can be provided once translated for members to pass out at civic groups and other places. <br /> Council approved the flyer.Vacancies-Reyman noted that there were vacancies for Hillsborough <br /> Town Limits and Chapel Hill Township. She gave members time to review copies of applications <br /> from applicants for the Hillsborough Town Limits position,as there are no applicants for the <br /> Chapel Hill Township. After much discussion, Reyman asked for a motion for applicant Roderick <br /> Jones to the Hillsborough Town Limits Position.Natalie Ziemba motioned approval and Fleming <br /> seconded the motion.With a vote of 6 to 0, it was approved to send Jones forward as a <br /> recommendation to the BOCC. <br /> New Business: <br /> a. Resolutions of Appreciation (John Greeson,Haywood Rhodes) -Reyman provided time for <br /> Council to review Resolutions of Appreciation and certificates for members John Greeson and <br /> Haywood Rhodes,who had just finished their second terms on the Council. Hughes moved to <br /> approve the proclamations and Fleming seconded the motion,with all in favor of approving the <br /> resolution. <br /> Old Business: <br /> a. Proposed Youth Delegate Member Update—Stancil spoke on two issues that were raised about <br /> the youth delegate position as it was considered up the line. The age category of 13-18 that was <br /> sent on the previous memo would need to be changed to address the fact that 18-year olds can <br />
