Code of Ordinances (Sec. 26-115, Kalani Allen, Administrative Support, <br /> Sec. 26-117 Proposed Changes) 919-245-2510 <br /> PURPOSE: To consider approval of a resolution amending the Code of Ordinances to allow the <br /> addition of a youth delegate non-voting member to the Orange County Parks and Recreation <br /> Council (PRC). <br /> BACKGROUND: The Parks and Recreation Council, comprised of 12 appointed members from <br /> Orange County, has expressed an interest in adding a youth member in a non-voting capacity. <br /> The new non-voting member would be an Orange County applicant between 13 and 17 years of <br /> age to be solicited in conjunction with the Clerk's office, and then appointed by the BOCC. The <br /> proposed addition of non-voting youth member requires a change to the Orange County Code of <br /> Ordinances section that governs the PRC. A memorandum from the PRC, along with a Resolution <br /> of Amendment to approve the proposed changes to Article 26 of the Code of Ordinances, is <br /> attached. <br /> FINANCIAL IMPACT: There is no identified financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential or economic status. <br /> With the addition of a youth delegate member, the member can provide input on issues and <br /> concerns relating to youth participation in recreation activities and County parks. <br />
