2 <br />• APS financial reports will provide far a clear delineation of Shelter revenues and <br />expenses from those associated with non-Shelter programs and services. <br />• Monthly reports are due to the County Manager by the 10~h of the month far the prior <br />month. APS Shelter Management Team members will be available to respond to <br />questions or concerns that may arise from the BOCC. <br />• County Manager John Link will serve on the selection committee far the new Animal <br />Shelter Director, Elaine Holmes, Orange County Personnel Director, will be advising and <br />assisting APS staff in the recruitment and selection process for the Animal Shelter <br />Director, using an assessment panel similar to the process the County employs in the <br />appointment of a department head, All Shelter personnel, including the new Director, <br />will be evaluated for possible transfer from APS to Orange County, assuming County <br />operation of the Shelter, in the same fashion as the recent transition of emergency <br />management personnel from the Orange County Rescue Squad. <br />• Veterinarian services will continue under contract directly through APS for the extent of <br />the interim period, There is insufficient time within the normal bid process far the County <br />to receive proposals and award a direct contract without the risk of service disruption. <br />The County will have adequate time to carefully evaluate service requirements and <br />ensure that the proper, long-term arrangement is in place before July 1, <br />• As indicated on November 18, the County Management Team (as referenced earlier in <br />this abstract, but also to include Elaine Holmes, Todd Jones, Chief Information Officer <br />and Ken Chavious, Finance Director, as needed) will be providing enhanced monitoring <br />and oversight of the interim contract, The County Management Team will continue its <br />work and meet with the APS Shelter Management Team before the contract <br />effective date of February 1, 2004, to ensure that the proper managerial protocols and <br />systems are in place and to reinforce the spirit of open communications, professional <br />cocperation, and organizational accountability expected to be maintained throughout the <br />interim contract period. <br />FINANCIAL IMPACT: Sufficient funds in the amount of $44,470 are available in the General <br />Fund Balance to support the Interim Management and Operation Services Contract through <br />June 30, 2004. The budget amendment needed to specifically transfer the funds will be <br />brought forward at the first BOCC meeting in January, <br />RECOMMENDATION(S): The Manager recommends that the Board approve the Interim <br />Management and Operation Services Interim Contract with APS for the period beginning <br />February 1, 2004 and ending June 30, 2004, in the amount of $44,470 per month, subject to <br />final review by the County Manager and County Attorney. <br />
