29 <br /> (1) The Erosion Control Officer shall forward one copy of the EFoslo"rErosion and <br /> Sedimentation Control PlanSoRtFsl RlaR to the Orange Soil and Water <br /> Conservation District at least 30 days prior to the commencement of the <br /> proposed actiyityLand-Disturbing Activity. <br /> (C) The Erosion Control Officer shall forward one copy of the Erosion Erosion and <br /> Sedimentation Control PlanControl-P—lan to the Director of the NC Division of Energy, <br /> Mineral, and Land Resources38`^�a+�oa�er Quality for any ' Land- <br /> Disturbing Activity that involves the utilization of ditches for the purpose of de-watering or <br /> lowering the water table. <br /> 2.19.3 Components of Complete Erosion and Sedimentation Control Plans39 <br /> (A) Generally <br /> Erosion and Sedimentation Control Plans shall meet the requirements of the most current <br /> version of the North Carolina Administrative Code Title 15A Chapter 4: Sedimentation <br /> Control, and the most current version of the North Carolina Erosion and Sediment Control <br /> Planning and Design Manual (NC Erosion Control Manual).40 <br /> In order to be considered complete, a plan submitted for approval must contain the <br /> proposed €resien Erosion and Sedimentation Control PlanCentFol Plan, the completed <br /> application, the statement of financial responsibility and ownership, and the plan review <br /> fee. The 30-day review period begins when all of the components of the complete plan <br /> Erosion and Sedimentation Control Plan are received. <br /> (B) Erosion and Sedimentation Control Plan Content <br /> (1) The plan-Erosion and Sedimentation Control Plan required by this section shall <br /> contain such architectural and/or41 engineering drawings, maps, assumptions, <br /> calculations, and narrative statements as are needed to adequately describe the <br /> proposed development of the tract and the measures planned to comply with the <br /> requirements of this Ordinance. <br /> (2) The plan-Erosion and Sedimentation Control Plan shall comply with all applicable <br /> State and local regulations for erosion and sediment control. <br /> (3) Erosion and Sedimentation Control PlanP4a44 content may vary to meet the needs <br /> of specific site requirements. <br /> (C) Review of Other Environmental Documents <br /> (1) Any plan Erosion and Sedimentation Control Plan submitted for a Land- <br /> Disturbing Activity for which an environmental document <br /> (either an assessment or impact statement) is required by the North Carolina <br /> Environmental Policy Act(G.S. 113A-1, et seq.) shall be deemed incomplete until <br /> a complete environmental document is available for review. <br /> (2) The Erosion Control Officer shall promptly notify the person submitting the plan <br /> Erosion and Sedimentation Control Plan that the 30-day review period of the plan <br /> Erosion and Sedimentation Control Plan pursuant to Section 2.19.5 of this <br /> Ordinance shall not begin until a complete environmental document is available <br /> for review. <br /> (3) The approval of the Erosion Erosion and Sedimentation Control PlanContre <br /> is conditioned on the applicant's compliance with Federal and State Water <br /> Quality laws, regulations, and rules. <br /> (D) Financial Responsibility and Ownership <br /> "Appropriate Division name. <br /> 39 Text correction—added "s". <br /> 40 E&SC plans must follow the most current Chapter 4 and Design Manual guidelines. <br /> 41 Text correction—added "/or". <br /> Orange County, North Carolina—Unified Development Ordinance Page 3-Ixiii <br />
