(All other staff members will be identified <br /> 17 appropriately below) <br /> 18 <br /> 19 Chair Price called the Board of County Commissioners meeting to order at 7:00 p.m. All <br /> 20 Commissioners were present except for Commissioner McKee. <br /> 21 Chair Price said that Commissioner McKee will be late to the meeting. <br /> 22 Chair Price explained that public comment is not taken at Budget Work Sessions or <br /> 23 regular Work Sessions but encouraged the public's attendance. She said there will be two <br /> 24 public hearings for members of the public to comment on the budget. <br /> 25 <br /> 26 1. Discussion of Manager's Recommended FY 2022-32 Capital Investment Plan (CIP) <br /> 27 <br /> 28 Travis Myren introduced the information below: <br /> 29 <br /> 30 BACKGROUND: Each year, the County produces a Capital Investment Plan (CIP) that <br /> 31 establishes a budget planning guide related to capital needs for the County and Schools. The <br /> 32 CIP has been enhanced to provide specific enumeration of project funding in years 6-10 as well. <br /> 33 The 10-Year CIP is evaluated annually to include year-to-year changes in priorities, needs, and <br /> 34 available resources. Approval of the CIP commits the County to the first-year funding only of the <br /> 35 capital projects; all other years are used as a planning tool and serves as a financial plan. <br /> 36 <br /> 37 Capital Investment Plan — Overview <br /> 38 The FY 2022-32 CIP includes County Projects, School Projects, and Proprietary Projects. The <br /> 39 school Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and <br /> 40 Durham Technical Community College — Orange County Campus projects. The Proprietary <br /> 41 Projects include Water and Sewer, Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 42 <br /> 43 The CIP has been prepared anticipating moderate economic growth of approximately 2% in <br /> 44 property tax growth and 4% in sales tax growth annually over the next ten years. The CIP will <br /> 45 rely substantially on debt financing to fund the projects and these required debt amounts are <br /> 46 fully integrated in the County's Long-Term Debt Model (page 24 provides a bar chart of the ten- <br /> 47 year funding plan). <br /> 48 <br /> 49 The meeting discussion will focus on County and Proprietary CIP projects. Note: Page numbers <br /> 50 are referenced below as they appear in the CIP document. See Attachment A for the Overall <br /> 51 CIP Summary (page 20), County CIP Projects Summary (page 32), and the Proprietary CIP <br />
