Staff recommends that the applicant <br /> should be a trustee for the trust. Mecklenburg County's HOMES program has a 3-year residency requirement and <br /> the applicant must own the property. <br /> b. Charlotte's Aging In Place program has a 5-year residency requirement and the <br /> applicant must own the property. <br /> c.
