He said that the difference is whether <br /> there is a cast in place parking deck or a pre-cast parking deck. <br /> Commissioner Fowler clarified that removing the Skills Development Center would allow <br /> for a pre-cast parking deck. <br /> Travis Myren said yes, because the deck would be able to be separated from the actual <br /> building at that point. <br /> Commissioner Fowler clarified that this choice would require an additional 17 months. <br /> Travis Myren said yes. <br /> Commissioner Fowler said to move forward with this change and see savings, Carrboro <br /> would also have to agree to paying a higher percentage of the shared costs. She asked if Staff <br /> has an idea of Carrboro's willingness to agree to this change. <br /> Travis Myren said the Carrboro Town Manager had proposed freezing Carrboro's <br /> amount of construction, but the Town Council has not weighed in on that. <br /> Commissioner Fowler clarified that if that happened, the County would not be saving as <br /> much money. <br /> Travis Myren said that is correct, and the county would still have to add about $2.2 <br /> million. <br /> Commissioner Fowler clarified that would be a savings of$4.5 million total. <br /> Travis Myren said yes. <br /> Commissioner McKee asked if the GMP is an absolute price. <br /> Travis Myren said yes, unless the owner (the county) asked for a change, or there was <br /> an act of God that required additional construction costs. <br /> Commissioner McKee asked what happens if the contractor says they have to have <br /> more money or they will go bankrupt. <br /> John Roberts said the construction contract will have bond provisions and insurance <br /> provisions that will cover those circumstances. He said this scenario is unlikely. <br /> Commissioner McKee said that as of March of 2021 they were in for 16 million and that <br /> what they are debating tonight is the increase in the project costs. <br /> Travis Myren said that is correct. <br /> Commissioner McKee asked if there was a reason the project was not started in April <br /> 2021. <br /> Travis Myren said there was no GMP at that point, and it took this long to receive it. <br /> Commissioner McKee said the Board approved a budget at that time. <br /> Travis Myren said yes, the Board approved a budget of $16.8 million at that time, and <br /> now an increase is needed to move the project forward. <br /> Commissioner McKee said he understands there was no GMP in April 2021 and asked if <br /> the project could have moved forward without that. <br /> Travis Myren said if the GMP was set at that time at $16.8 million, construction could <br /> have started then. <br /> Commissioner McKee said he would have liked to see the project built on land outside <br /> of Carrboro, but there was opposition because it was not in town. He said there will still be <br /> thousands of people in rural Orange County that will have to access the library by car. He <br /> indicated he is not sure if he will vote yes on this tonight because there is a lot about the project <br /> he does not like. However, he said he does like the educational component of the library. <br /> Chair Price noted that the Skills Development Center will still need to have rental space <br /> if not included in the project. She asked about the total savings to the county in light of this. <br />
