z
not intend Mat the program address the costs of Internal plumbing impmvements or monthly
OWASA water service charges_ The BOCC also expressed interest in consldenng
establishment of a program that would provide low- Interest loans for laterals, meters, and
availability fees to persons not meeting the means ten for grants.
Staff revised the accompanying draft "Assistance Policy for the Rogers Road Waterline
Connection Pregram , originally presented at the November 13 work session, to address various
points and questions wised by Commissioners at that work session. Staff will briefly outline the
major points of the proposed grandam program, and comment on how staff has responded to
Commissioner inquiries in the revised draft policy. The policy still contemplates a two- phased
implementation process -Me first would address grants to those requiring the most economic
assistance and the second would address potential bans to other applicants. Stag estimates
that a wide majority of property owners in the target area will likely qualify for straight grants,
rather Men loans. In light of this estimate, and the comparatively greeter complexity, time, and
effort that would be associated with administering any loan program, staff recommends that the
Boats consider implementing the grant program now, and hold off on any loan program pending
staff assessment and report back to the POCC concerning the apparent need for such a
program.
FINANCIALIMPACT; As noted above, the BOCC has already appropriated $675,000 from the
Solid Waste /Landfill Operations Enterprise Fund to cover the water main construction project
(the BOCC recently approved an additional MOOOO appropriation tram the same source to
comer the cost of three change orders). The impact of financing for potential lateral lines,
availability fees, and meter fees Is outlined below,
The County Engineer submitted a report to the Landfill Owners' Group in January 1999 that
outlined potential costs to offer community water service benafhe to the Rogers Road
community. According to data gathered for that report, there are 119 habitable structures
located in Me community. The total estimated cost to provide individual service lines to all of the
Identified properties was $257,000. This amount Included availability fees of $85,000 and
Installation of lateral lines from the meters (Including the cost of the meter) to the individual
homescif$162,000. Several developments since the January 1999 aspect have led to Me
following revisions to those met estimates.
• After discussion of the report, the Board of County Commissioners decided riot to provide
nuke to parcels 30 and 115 through 119 bringing the total eligible parcels to 113. Ninety -
six existing habitable structures located on the eligible parcels would potentially receive
water service.
• The County Engineer based the availability fees(identifed above) on 1999 OWASA rates.
Since that time, OWASA has implemented a new fee schedule that decreases Me availability
fee for homes with 1,300 square feet or lase to MOO per home. Of the 96 habitable
straehlres outlined above, 78 have 1,300 square fee or less. _
• Total estimated costs to install lateral lines (identified above) remain the same.
Taking into amount the developments outlined above, the current cost projection for the water
service benefits is roughly $185,000 - about $fit 000less than the January 1999 estimates.
