Box 8181 <br /> www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27278 <br /> MEMORANDUM <br /> TO: Orange Unified Transportation Board <br /> FROM: Nishith Trivedi, Orange County Transportation Planner <br /> CC: Craig Benedict, Orange County Planning Director <br /> Tom Altieri, Comprehensive Planning Supervisor <br /> DATE: February 16, 2022 <br /> SUBJECT: Durham-Chapel Hill-Carrboro 2050 Metropolitan Transportation <br /> Plan and Air Quality Conformity Determination Report <br /> Attachment: DCHC MPO Board Highlights <br /> This memorandum is to provide an update to the Orange Unified Transportation Board <br /> (OUTBoard) on the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization <br /> (DCHC MPO) 2050 Metropolitan Transportation Plan (MTP) and Air Quality Conformity <br /> Determination Report (AQ CDR). <br /> On February 9, 2022, the DCHC MPO approved the 2050 MTP and AQ CDR. This plan <br /> and report contains the roadway and transit projects, financial plan which ensuring the MTP <br /> is fiscally constrained, and policies for the MPO. All Bike/Ped projects in the MTP are <br /> included by reference to locally-adopted plan. It also includes an updated Triangle Regional <br /> Model (TRM) and the Goals, Objectives and Performance Measures for the DCHC MPO. <br /> The AQ CDR uses the highway and major transit projects from the 2050 MTP and identifies <br /> air quality regulations and planning assumptions. The version that the DCHC MPO is <br /> required to use, called the "short form," which is much simpler than previous AQ CDRs <br /> because there are no emissions modeling and threshold comparisons. <br /> The report also contains the analysis on the extent to which the plan and process meet <br /> other standards like Critical Factors and Emphasis Areas in the Planning Process. This <br /> includes Environmental Justice (EJ), Safety, Security, and Climate Change. Attached are <br /> highlights from the DCHC MPO Board presentations when the MTP and AQ CDR was <br /> released for public review, during the public hearing and subsequent final adoption. <br /> This concludes the current MTP and AQ cycle.
