Box 8181 <br /> www.orangecountync.gov NORTH CAROLINA Hillsborough, NC 27278 <br /> MEMORANDUM <br /> TO: Orange Unified Transportation Board <br /> FROM: Nishith Trivedi, Orange County Transportation Planner <br /> CC: Craig Benedict, Orange County Planning Director <br /> Tom Altieri, Comprehensive Planning Supervisor <br /> DATE: February 16, 2022 <br /> SUBJECT: Burlington-Graham Metropolitan Planning Organization Safety <br /> Plan <br /> Attachment: BG MPO Safety Plan Presentation by VHB Presentation <br /> This memorandum is to provide an update to the Orange Unified Transportation Board <br /> (OUTBoard) on the Burlington-Graham Metropolitan Planning Organization (BG MPO) <br /> Safety Plan. <br /> Background <br /> Effective April 14, 2016, the Federal Highway Administration (FHWA) established five <br /> highway safety performance measures in accord with regulations set forth in the Federal <br /> MAP-21 and FAST Act transportation funding bills. Each state is required to establish and <br /> meet their safety performance measures based on: <br /> 1. Number of fatalities and serious injuries <br /> 2. Rate of fatalities and serious injuries, per 100 million vehicle miles traveled (VMT); <br /> 3. Number of combined non-motorized fatalities and non-motorized serious injuries. <br /> These targets are established annually based on the calendar year and are comprised of 5- <br /> year rolling average data sets. North Carolina state targets are set in in the state's 2019 <br /> Strategic Highway Safety Plan (SHSP) (https://spatial.vhb.com/ncdotshsp/). The SHSP was <br /> developed through collaborative efforts of a diverse group of stakeholders including state, <br /> regional, and local partners (including MPOs). The state's plan is to reduce fatalities and <br /> serious injuries by half by 2035, moving towards zero by 2050. <br /> Per federal regulations, states must approve the unique processes of any MPO if the MPO <br /> seeks to craft its own safety performance measures. The North Carolina Department of <br /> Transportation (NCDOT) has funded BG MPO's Safety Plan, and the MPO has contracted <br /> VHB consulting to craft it.
