DocuSign Envelope ID: FC9986C3-F179-4A3D-BACO-D8CA9F8B93A7 <br /> ANEW <br /> Proposal for Additional Remedial Investigation <br /> Hillsborough Dump <br /> ID No. NONCD0000483 <br /> Task Orders 483DP-19 thru 25 <br /> S&ME Project No.4305-17-061G <br /> Remedial Investigation Report(REV-1)— Waste Characterization, Groundwater and Landfill Gas Monitoring, <br /> dated August 17, 2020. <br /> Remedial Investigation Report—Additional Groundwater, Landfill Gas and Soil Characterization,dated July <br /> 28, 2021. <br /> Investigation Goals: <br /> Following NCDEQ's review of the reports referenced above, NCDEQ sent a November 5,2021 letter to Orange <br /> County requesting a Work Plan and Cost Proposal to conduct additional Remedial Investigation work including <br /> the following tasks: (1) Sampling and analyses of seven potable well water within the 1,000-foot radius of the site; <br /> (2) Collection and analyses of twelve surface water and sediment samples in the intermediate creeks/streams in <br /> and around the site;(3) Installation, sampling and analyses of 9 groundwater monitor wells and 12 subsurface <br /> landfill gas monitoring probes around the site surrounded by residential complex, and (4) Calculation of the risk <br /> factors for all the key contaminant categories and their pathways in the site, using NCDEQ's Risk Calculator. See <br /> the attached Figure 1 for previous and proposed sample locations. <br /> This work plan should be considered an additional phase of a multiple stage approach to contaminant delineation <br /> for the site. Information provided in the NCDEQ's Guidelines for Addressing Pre-Regulatory Landfills and Dumps, <br /> dated May 2020 and requests from Orange County form the basis of this revised proposal. This work plan and <br /> cost estimate should be submitted to, and approved by,the PRLF Unit for the described services to be eligible for <br /> cost reimbursement by NCDEQ. <br /> Scope of Services <br /> S&ME proposes the following Scope of Services for the Remedial Investigation—Additional Groundwater, Landfill <br /> Gas and Soil Characterization (483DP-19 through 25) at the Hillsborough Dump site. These services will be <br /> performed in general accordance with NCDEQ Inactive Hazardous Sites Program guidance documents: Guidelines <br /> for Addressing Pre-Regulatory Landfills and Dumps,dated May 2020, Guidelines for Assessment and Cleanup,dated <br /> October 2015, and S&ME's approved Standard Operating Procedures and Quality Assurance(SOP/QA)Manual <br /> (July 2010), previously approved by NCDEQ. <br /> Task 483DP-19 Work Plan/Proposal Preparation <br /> The following services were performed: <br /> Coordination meetings with Orange County and NCDEQ for Scope of Work guidance. <br /> Developed and revised drawings to present the proposed sampling locations. <br /> Procured competitive subcontractor bids. <br /> Developed cost estimate spreadsheets. <br /> Prepared field services schedule and task descriptions. <br /> Prepared this proposal and work plan. <br /> March 10, 2022 2 <br />
