To approve the Capital Project Ordinance authorizing the expenditure of $275.000 in <br /> housing bond funding to Residential Services. Inc.: <br /> 2. To authorize the execution of a Development Agreement with Residential Services, Inc. <br /> on behalf of the Orange County HOME Consortium for the development of the <br /> proposed Cominuing Care Center by the County Manager upon the approval of the <br /> County Attorney. <br /> BACKGROUND: Residential Services, Inc. (RSI) proposes to develop a Continuing Care <br /> Center for elderly persons with developments) disrbili5es. The Center will be located on <br /> Mourn Herman Church Road and will contain 15 units for persons with developmental <br /> disabilities. All of the individuals will be Medicaid eligible and have incomes well below 30% of <br /> Orange County'a median income level. The Orange County Boat of Adjustment approved a <br /> Special Use Permit for this project on July 9, 2001. A copy of the minutes of their meeting is <br /> attached to this abstract. <br /> In May 2081, 1 requested $385,419 in housing bond funding to assist wit the and <br /> development and construction costs. In June 2001, the I awarded $275,000 in bond <br /> funds to the project. In order to facilitate this expenditure, the BOCC must approve a Capital <br /> Project Ordinance appropriating funds to the project. A Capital Pmject Ordinance has been <br /> - prepared no accomplish this task and Is included with this abstract for the Boat's <br /> consideration. <br /> Additionally, in May 2001, He Orange County HOME Consortium awarded$100,000 in HOME <br /> funds to this project as well <br /> A Development Agreement must be executed between the County and Residential Services, <br /> Inc. that secures and governs the bond funds and the HOME Program funding.
