She thanked the delegation for their work in Orange County. <br /> 7 <br /> 8 A motion was made by Commissioner Bedford, seconded by Commissioner Richards, to <br /> 9 adjourn the meeting at 9:54 a.m. <br /> 10 <br /> 11 Roll call ensued. <br /> 12 <br /> 13 VOTE: UNANMIOUS <br /> 14 <br /> 15 <br /> 16 <br /> 17 2022 ORANGE COUNTY PRIORITY <br /> 18 LEGISLATIVE ISSUES <br /> 19 <br /> 20 <br /> 21 Mental Health— Seek legislation to develop and fund a plan to: <br /> 22 0 provide assistance to NC residents, especially youth, who are dealing with the <br /> 23 impacts of COVID; <br /> 24 0 reduce the number of people with mental health issues in county detention <br /> 25 centers; <br /> 26 0 ensure that adequate State-funded mental health, developmental disability and <br /> 27 substance use disorder services and facilities are available at the local level, <br /> 28 accessible and affordable to all residents; <br /> 29 0 ensure that sufficient state resources fund service provision costs, inclusive of <br /> 30 crisis intervention and treatment; and <br /> 31 structure appropriate county participation in governance. <br /> 32 <br /> 33 Medicaid Expansion — Support legislation increasing access to the Medicaid program to make <br /> 34 health insurance available to North Carolina residents at 138% of the poverty level; broaden the <br /> 35 opportunity for coverage for more than 500,000 North Carolinians to address chronic conditions <br /> 36 and to prevent illness and disease progression; to provide additional support for rural hospitals; <br /> 37 and to protect families from medical debt and bankruptcy. <br /> 38 <br /> 39 Racial Equity in Criminal Justice — Support the implementation of the recommendations of <br /> 40 the North Carolina Task Force for Racial Equity in Criminal Justice (TREC), including: <br /> 41 legislation to legalize the possession and use of marijuana and permit licensed <br /> 42 businesses to engage in retail sales to adults, as this decriminalization will in turn <br /> 43 broaden the agricultural economy and jobs as well as enhance revenue for <br /> 44 governments with taxes, licenses, and other associated revenues that can be <br /> 45 utilized to address opioid and other drug-related problems and other needs; <br /> 46 0 policing reforms to address use of force, community oversight and law <br /> 47 enforcement training on crisis intervention; <br /> 48 0 Funding at the county level to expand access to diversion and restorative justice <br /> 49 programs; and <br />
