Attachment 1 <br /> 1 <br /> 1 MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 March 15, 2022 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Tuesday, March <br /> 9 15, 2022 at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Renee Price, Vice Chair Jamezetta Bedford, <br /> 12 and Commissioners Amy Fowler, Jean Hamilton, Sally Greene, Earl McKee, and Anna <br /> 13 Richards <br /> 14 COUNTY COMMISSIONERS ABSENT: None <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Price called the meeting to order at 7:00 p.m. <br /> 21 <br /> 22 1. Additions or Changes to the Agenda <br /> 23 Chair Price proposed adding a Resolution in Support of Ukraine to the agenda as Item <br /> 24 4-c. <br /> 25 <br /> 26 A motion was made by Commissioner Bedford, seconded by Commissioner Greene, to <br /> 27 add an Item 4-c to the agenda to consider approving a Resolution in Support of Ukraine. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 Chair Price dispensed with reading the public charge. <br /> 32 <br /> 33 Public Charge: The Board of Commissioners pledges its respect to all present. The Board asks <br /> 34 those attending this meeting to conduct themselves in a respectful, courteous manner toward <br /> 35 each other, county staff and the commissioners. At any time should a member of the Board or <br /> 36 the public fail to observe this charge, the Chair will take steps to restore order and decorum. <br /> 37 Should it become impossible to restore order and continue the meeting, the Chair will recess <br /> 38 the meeting until such time that a genuine commitment to this public charge is observed. The <br /> 39 BOCC asks that all electronic devices such as cell phones, pagers, and computers should <br /> 40 please be turned off or set to silent/vibrate. Please be kind to everyone. <br /> 41 <br /> 42 2. Public Comments (Limited to One Hour) <br /> 43 a. Matters not on the Printed Agenda <br /> 44 Dale Hodson read the following prepared comments to the Board: <br /> 45 <br /> 46 "My name is Dale Hodson, and I'm a resident of Orange County and Chapel Hill, and I'm <br /> 47 not an attorney. I have bad news for Orange County residents, businesses, and organizations <br /> 48 that have been harmed by the COVID restrictions imposed by the County: It didn't have to <br /> 49 happen. Regardless of the restrictions that the State of North Carolina has imposed, I believe <br /> 50 that the March 13, 2020 Orange County State of Emergency declaration, and all amendments to <br />
