4 <br /> • Nature of work completed during the preceding period; <br /> • Estimated percentages of physical completion for the network; <br /> • Number of route miles of fiber constructed and activated; <br /> • Overall project schedule status; <br /> • Overall project budget status; <br /> • Number of locations passed by network section; <br /> • Number of residential subscriptions by service type added in that quarter, and to date; <br /> • Any delays that have occurred, or are continuing to occur, with a detailed explanation and <br /> plan to address such delay; <br /> • Any anticipated delays in the work, with a detailed explanation; <br /> • Responses to particular requests for information from County; <br /> • Any proposed changes to the work; and <br /> • Other information reasonably requested by County. <br /> 4. Service Costs <br /> Under the terms of the agreement, North State will offer a low cost service with a minimum <br /> speed of 200 mbps symmetrical for no more than $40 per month, prior to any federal or state <br /> subsidies available, until at least two years from the date construction is completed. <br /> Consistent with the terms of the American Rescue Plan Act, North State must also participate <br /> in the Federal Communications Commission's Affordable Connectivity Program as long as it <br /> is available. <br /> The contract further provides that the standard rates that are in place at the time of first <br /> customer activation will not increase by more than ten percent (10%) per year for any service <br /> levels until at least January 1, 2026. <br /> 5. Connections to the Network <br /> North State will install services to any residence passed by the network. Connections of up to <br /> 1000 feet in length will be installed at no additional cost to the customer. <br /> 6. Network Quality and Reliability <br /> North State has agreed to maintain a reliable, high quality network as detailed in Attachment <br /> E. The network will meet or exceed the performance standards detailed in the attachment for <br /> service speed, packet loss, and latency to guarantee a high performing network. <br /> 7. Customer Service <br /> North State has also agreed to response time and customer service standards as detailed in <br /> Attachment E. These standards include a 24 hour a day, seven day a week call center with <br /> performance metrics for answer times as well as performance standards for customer <br /> appointments, customer activations, service restorations in the event of an outage, and the <br /> ability for the County to access customer complaint reports and monitor complaint disposition. <br /> 8. Broadband Service to County Facilities <br /> The County has identified 34 County owned or leased public facilities, including volunteer fire <br /> stations that will be passed by the network. North State has agreed to provide free services <br />
