3 <br /> Key takeaways from the public outreach include the overall approval of projects as they were <br /> outlined and an agreement of the need for more regional projects in the future. After discussing <br /> the need to wait for the Transit Plan Governance Study to conclude prior to the Transit Plan <br /> Update's adoption, the PSC advised the project management team to begin scheduling check-in <br /> meetings with the municipalities in the local government as well as the BOCC. <br /> Remaining Consultant Deliverables — Next Steps <br /> Attachment 1 is a memo from Renaissance Planning that, among other items, outlines its <br /> remaining work and next steps of the Transit Plan Update. Generally, these items include: <br /> • Additional check-in meetings with Carrboro, Chapel Hill, and Hillsborough; <br /> • Final PSC Work Session; and <br /> • Delivery of a final report to the Orange County staff team. <br /> Adoption Process <br /> The 2017 Orange County Transit Plan was adopted by the Orange County BOCC on April 27, <br /> 2017 before it was adopted by DCHC MPO and the GoTriangle Board of Trustees on April 28, <br /> 2017. The final Plan will be presented to the Orange County BOCC after the summer break, and <br /> Orange County staff will guide the 2022 Transit Plan Update through the adoption process <br /> following the critical path outlined below: <br /> Orange County: <br /> • Orange Unified Transportation Board recommendation <br /> • BOCC Public Hearing <br /> • BOCC adoption consideration <br /> DCHC MPO: <br /> • Technical Committee recommendation <br /> • Board adoption consideration <br /> GoTriangle: <br /> • Board adoption consideration <br /> FINANCIAL IMPACT: Funds for this consultant were earmarked in Orange County's annual <br /> budget, with the contract (with amendments) not to exceed $359,060. This cost is being <br /> reimbursed from the Article 43 Transit tax revenue. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, incomes <br /> and educational levels with respect to the development and enforcement of environmental <br /> laws, regulations, policies, and decisions. Fair treatment means that no group or people <br /> should bear a disproportionate share of the negative environmental consequences <br /> resulting from industrial, governmental and commercial operations or policies. <br /> • GOAL: ENABLE FULL CIVIC PARTICIPATION <br /> Ensure that Orange County residents are able to engage government through voting and <br /> volunteering by eliminating disparities in participation and barriers to participation. <br />
