School Study Goals <br />One important aspect of the agreement reached in mediation is the joint study of the program and <br />facility needs of the Union County Schools and a method of funding those requirements. This <br />study holds promise for a clearer understanding and improved communication between the <br />School Board and the Board of County Commissioners. <br />Specifically, the mediation agreement calls for the joint study of the program and facility needs of <br />the school system and a method of funding those requirements, given the resources of the County, <br />the expectations of its citizens, and the educational goals and policies of the State. <br />To achieve mutual understanding and improve communications, a thorough review and <br />discussion of those elements that frame the educational mission of the Board of Education and the <br />fiscal responsibilities of the Board of County Commissioners is required.. The scope of the study <br />should be comprehensive enough to thoroughly evaluate each of these elements to the satisfaction <br />of both Boards. <br />The study goals are as follows: <br />Review current status of Union County's and UCPS finances. <br />• Summary report of financial resources by funding source (local, state, federal) <br />• Analyze financial reporting (financial statements, LGC, DPI, etc,) to ensure that financial <br />resources by funding source are being properly and adequately estimated, budgeted, <br />reported and audited. <br />I Analyze state, local and federal funding levels and formulas to ensure that maximum <br />resources are being received and utilized by Union County and UCPS. <br />2 Benchmark the UCPS system and Union County with comparable successful school systems <br />and their respective counties in North Carolina with regard to: <br />• Revenues and expenditures <br />• Indicators /measures of educational achievement <br />• UCPS use of local funds to attain/improve educational achievement <br />• Union County's effort to fund schools in comparison to its ability to pay for schools and <br />school programs <br />• Number of UCPS personnel and local supplement program for both instructional and <br />non - instructional positions <br />3. Develop a process that provides for a clear understanding of the current expense needs of <br />UCPS and a method of funding those needs based on: <br />a. The fiscal policies and financial resources of Union County; <br />b. The expectations of its citizens; <br />c. The federal requirements imposed on UCPS; <br />d. The educational goals and policies of the Board of Education; <br />e. The educational goals and policies of the State; <br />f, The current expense requirements of UCPS, and <br />g. Other funding obligations of the County (i e. courts, sheriff, health & human services, <br />etc.) <br />
