HIGHER EDUCATION (continued) a19 <br />FUNDING MODEL, IMPLEMENTATION ASSISTANCE <br />CLIENT: UNIVERSITY OF NORTH CAROLINA <br />Upon the successful completion of an analysis of funding equity at the University of North Carolina <br />and the development of plans for a revised funding model, the university retained MGT to assist in the <br />implementation of the planned funding model. Services included analysis and development of propos- <br />als for an enhanced database, assistance in determination of funding rates, and review of budget poli- <br />cies and procedures. <br />FUNDING FORMULA STUDY <br />CLIENT: NORTH CAROLINA COMMUNITY COLLEGE SYSTEM <br />MGT developed specific findings and recommendations in response to a legislative mandate related to <br />the funding level for the North Carolina Community College System.The findings and recommenda- <br />tions were based on a general assessment of all aspects of the current funding model for operations, <br />considering both equity and adequacy issues, and including policies and procedures regarding use of <br />the formulas. <br />FUNDING EQUITY ANAusis <br />CLIENT: UNIVERSITY OF NORTH CAROLINA <br />MGT assisted the General Administration of the University of North Carolina in a review of the equity <br />of current funding levels among the 15- member postsecondary institutions. Equity was considered <br />from four different perspectives, including benchmark analyses.The assignment required the devel- <br />opment of a revised funding model, based on equity and adequacy concepts, that could be integrated <br />into the broader state government budgeting process. Relevant experience gained from the project <br />included: development of peer institution funding comparisons; an analysis of long -term funding <br />trends within the system; and a design of a new funding model. <br />UNIVERSITY OUTSOURCING/PRIVATIZATION STUDY <br />CLIENT- UNIVERSITY OF NORTH CAROLINA <br />MGT conducted an outsourcing/privatization study for the University of North Carolina and its affili- <br />ated organizations. The study estimated the potential savings that could be achieved by outsourcing <br />services in the functional areas of housekeeping, ground maintenance, HVAC, system operations and <br />maintenance, trash removal, hazardous waste removal /disposal, central steam plant operations and <br />maintenance, and data processing operations.The study also developed an evaluation model and work <br />plan for determining whether services should be privatized at each campus. Relevant experience gained <br />from the project included: potential for effective outsourcing at a typical university campus; develop- <br />ment of potential cost savings and efficiencies; development of a time - phased work plan for assessing <br />potential outsourcing opportunities;and field testing of MGTs privatization /outsourcing analysis model. <br />MGT _i <br />ofd. j8 <br />
