Rowan - Salisbury Schools a 3 <br />Efficiency Study <br />Maintenance Operations <br />The Department of Maintenance is responsible for keeping all school facilities in safe condition <br />and good repair. The Department is responsible for the maintenance of 2,253,118 square feet <br />and over 467 acres of land throughout the District. <br />School principals and teachers expressed a high degree of satisfaction with the quality of <br />services provided by the Maintenance Department. Other accomplishments include the <br />implementation of an on -line maintenance work order system that has reduced the rate of <br />completion for all maintenance jobs. <br />KPMG identified the following areas of concern in Maintenance Operations: <br />• Preventive maintenance is a limited activity within the Department <br />• Roles and responsibilities are not clearly defined for staff members <br />• The Director of Maintenance has a wide span of control <br />Construction Services <br />Construction Services is responsible for construction services for all elementary, middle and <br />high schools in Rowan County, The Department oversees all new facilities, construction /capital <br />outlay projects and school renovations It is also responsible for ensuring that school facilities <br />are constructed to meet student needs, comply with state codes and are built timely and at a <br />competitive price. Some of the Department's accomplishments include: <br />• Established a five -year capital outlay /facility plan <br />• Frequent reporting on expenditures of its capital improvement projects to all stakeholders <br />Areas of improvement include: <br />• Construction Services does not have in -house support for all of its construction needs <br />• RSS does not have the funding to complete the requirements of its established five -year <br />capital outlay plan <br />"_na <br />
