Rowan - Salisbury Schools a,2 <br />.Efficiency Study <br />Public Safety <br />A goal of any school district is to provide a safe and secure environment so children can learn . <br />Last year, RSS reported fewer incidents of crime than peer districts and the state average. <br />Some of the steps taken by RSS to reduce crime in the District include: <br />Participating in a variety of crime prevention activities <br />+ District -wide availability of electronic monitoring systems <br />+ Developing a comprehensive System -wide Safe School Plan <br />Areas of improvement: <br />+ RSS does not have a centralized public safety coordinator at the central office <br />Food Services <br />The goal of any Food Services program should be to provide nutritious and tasty meals, <br />minimize waste and be self - supporting. RSS' Food Services achievements include: <br />+ A self - supporting food services program with a surplus budget (FY 1997 -98) <br />Use of state -of -the -art technology to enhance its operations (e.g., CompuCafe) <br />The Department shows an efficient span of control <br />The student cost per meal is in line with the peer district average <br />Some of the Department's management practices, however, need improvements <br />Cost- efficiency benchmarks are established, but their use is limited <br />Participation rates are low for school food services nutritional programs <br />Transportation Services <br />Rowan - Salisbury Schools provides transportation services to approximately 11,530 students on <br />a daily basis. Overall, KPMG found that the Department has efficient spans of control. <br />Compared to peer districts, RSS has: <br />• A lower percentage of students utilizing transportation services <br />• A lower transportation cost per student <br />• A higher cost per vehicle mile <br />Results of stakeholders' focus groups indicate a low level of customer satisfaction with the <br />District's transportation services, however. KPMG found. that: <br />• The District has a high bus- driver turnover rate and is unable to maintain a pool of <br />substitute bus drivers, causing frequent delays in service <br />• Although the Department has access to some state data, it has not identified key <br />performance indicators or cost - comparison benchmarks to help measure the overall <br />efficiency and effectiveness of transportation services <br />I -7 <br />
