Rowan - Salisbury Schools ' <br />Efficiency Study <br />The following section contains a brief summary of the commendations and findings for each <br />functional area. <br />Organizational Design and Management <br />There appears to be a good working relationship among the School Board, the Superintendent, <br />and the County Board of Commissioners, and the roles and responsibilities of each are clearly <br />and appropriately delineated. However, the District lacks core management practices that limits <br />the efficient and effective use of its resources. RSS does not have an effective: <br />• Strategic plan (working document) <br />• Performance management system <br />• Non - instructional employee evaluation program <br />• Communications with all stakeholders (internally and externally) <br />Furthermore, the District's current organizational structure does not meet some of KPMG's <br />criteria for effective organizational design. <br />• The spans of control of the Associate and Assistant Superintendents are either too broad or <br />too narrow <br />• Several key operational functions are organizationally misaligned (e.g„ Network Manager, <br />Grant Writer) <br />Department of Personnel Services <br />The Department of Personnel Services is responsible for providing leadership and support <br />needed to attract and retain high quality staff, developing clear performance expectations and <br />evaluation processes, and providing opportunities for staff to maintain and advance their <br />knowledge and skills Some of the key strengths /accomplishments of the Department include: <br />• Aggressive recruitment effort outside the state of North Carolina <br />• Listing of position vacancies and job application forms on the District's website <br />• Administration of school -level employee satisfaction surveys <br />Several core functions, for which the Personnel Department is responsible, are not being <br />performed: <br />There is no standardized evaluation program and accountability system for all central office <br />staff (the evaluation process is not systemic) <br />There are no formal mechanisms in place for determining employee promotions and <br />bonuses for all central office staff <br />Job descriptions are not routinely updated and kept current, and do not exist for all positions <br />in the central office <br />Ina......... <br />I -4 <br />
