) -t <br />SCHOOL EFFICIENCY STUDIES <br />• Several Counties have had these performed over the past 10 years. <br />Organizations performing these studies in the past have included: <br />• KMPG formerly Peat Marwick — CPA Firm <br />• MGT America, Inc. , Florida firm specializing in Efficiency studies <br />• MAXIMUS, Currently prepares County cost plan (has not done these in <br />NC) <br />• State Auditor — has done these at the request of local School Boards. <br />• CHCCS had a study done several years ago as a class project of the UNC <br />Business School led at the time by Dr. Pannesi. CHCCS actually <br />implemented some of these recommendations. <br />The most recent studies have been performed by MGT America, Inc.. They have <br />performed studies and made recommendations for improvement in the following <br />school systems„ Executive summary/table of contents /scope of work from some <br />of the following undertakings are attached for reference.. <br />Carteret County <br />Johnston County <br />Wake County <br />Henderson County <br />Union County <br />Bertie County <br />2002 <br />2000 <br />2001 <br />1997 <br />currently proposed <br />currently proposed <br />• Other Studies have been performed by KMPG in the Rowan Salisbury School <br />System as well as Wake County in the early 1990s. <br />• In some cases the School Board initiated the studies; others were joint initiatives <br />with the BOE and BOCC. The Wake County 2001 study was initiated by a citizen <br />advisory group. <br />• Costs of these studies have ranged from $40,000 to $200,000 depending on the <br />scope of work„ For example, the study could focus on all financial aspects including <br />local, state, federal and school food service funds or the focus could be limited to <br />just local. Consultants could also focus on programmatic cost benefit areas as well. <br />• Some studies have been fruitful while others did not provide significant <br />recommendations for improvement. <br />
