The recipient must submit a non-competing continuation <br />application each year as a prerequisite to continued funding if a project pe riod is comprised of <br />multiple budget periods. The initial NoA identifies the project period, which may include <br />multiple 12 -month budget periods. Continued funding is contingent on adequate progress, <br />compliance with the terms and conditions of the previous budget period, and the availability of <br />funds. Non-competing application instructions will be provided by the Grants Management <br />Specialist to recipients prior to applicable budget period end dates. <br /> <br />15. Funding for Recipients . All funding provided under this award shall be used by the <br />Recipient exclusively for the program referenced in the Notice of Award and described in the <br />Notice of Funding Opportunity and delineated in the Recipient’s approved proposal. This <br />includes any approved revisions, as applicable, made subsequent to the Recipient’s approved <br />proposal. Per 45 CFR §75.309(a), a non-Federal entity may charge to the Federal award only <br />allowable costs incurred during the period of performance (except as describe d in 45 CFR <br />§75.461) and any costs incurred before the HHS awarding agency or pass -through entity made <br />the Federal award that were authorized by the Federal awarding agency or pass-through entity. <br />Funds available to pay allowable costs during the period of performance include both Federal <br />funds awarded and carryover balances. Any funds used for any purpose other than for the <br />approved program, including disallowed costs, should be returned to the United States <br />Treasury. Instructions for returning funds including interest earned in excess of $500 are <br />available at https://pms.psc.gov/grant-recipients/returning-funds -interest.html. <br /> <br />16. Public Reporting. Recipients, consistent with the language of the Stevens Amendment, w hen <br />issuing statements, press releases, publications, requests for proposals, bid solicitations, and <br />other documents – such as toolkits, resource guides, websites, and presentations (hereafter <br />“statements”) – describing the projects or programs funded in w hole or in part with U.S. <br />Department of Health and Human Services (HHS) federal funds , must clearly state: (1) the <br />percentage and dollar amount of the total costs of the program or project which will be funded <br />with Federal money; and (2) the percentage and dollar amount of the total costs of the project <br />or program that is funded by non-governmental sources. <br /> <br />When issuing statements resulting from activities supported by HHS financial assistance, the <br />recipient entity must include an acknowledgement of federal assistance using one of the <br />following or a similar statement (see immediately below).
