<br /> <br />7 <br />Revised 9/8/2021 <br />Transfer Research (STTR) programs (15 U.S.C. 638), no HHS funds may be <br />paid as profit to any recipient even if the recipient is a commercial (for-profit) <br />organization. Profit is any amount in excess of allowable direct and indirect <br />costs. <br /> To expend funds related to any activity designed to influence the enactment <br />of legislation, appropriations, regulation, administrative action, or Exe cutive <br />order proposed or pending before the Congress or any state government, state <br />legislature or local legislature or legislative body. <br /> <br />12. Reporting Requirements. Recipients must comply with the frequency and content <br />requirements outlined in the Program Terms and Conditions of award. Failure to submit <br />programmatic and financial reports on time may be basis for withholding financ ial assistance <br />payments, suspension, termination or denial of continued funding. Recipient’s failure to <br />timely submit such reports may result in a designation of “high risk” for the r ecipient <br />organization and may jeopardize potential future funding from the U.S. Department of Health <br />& Huma n Services. The general information and guidance for financial and programmatic <br />reporting provided below supplements the specifics included in the P rogram Terms and <br />Conditions . <br /> <br />Prior to closeout of the grant, Recipients must submit a tangible personal property report. <br />Specific information is provided below and will be reiterated in the pre -closeout letter sent to <br />all Recipients. <br /> <br />FINANCIAL REPORTING <br /> <br />Effective October 1, 2020, all grant recipients that receive funding from H HS must submit <br />both the quarterly Federal Cash Transactions Report (FCTR) and the quarterly, semi-annual, <br />or annual (as applicable) expenditure Federal Financial Report (SF-425) in the Payment <br />Management System (PMS). PMS can be accessed via the following link: https://pms.psc.gov. <br /> <br />In support of the federal government's effort to reduce administrative burden for both the <br />federal government and the federal financial assistance recipient community as outlined in the <br />Data Act Pilot, President’s agenda Cap Goal 8 and OMB memorandum 18-24, HHS has <br />implemented the submission of expenditure reporting (SF-425 or Federal Financial Report <br />(FFR)) in the Payment Management System (PMS) to eliminate the need to report duplic ative <br />information across multiple reporting sources and instead allow grant recipients to <br />report/certify expenditure data once through a single entry point. <br /> <br />Quarterly Federal Cash Transactions Report (FCTR) (no change) <br />Recipient must report, on a quarterly basis, cash transaction data via the Payment Management <br />System (PMS) using the Federal Financial Report (SF-425 or FFR) form. The FFR combines <br />the information that grant recipients previously provided using two forms: the Federal Cash <br />Transactions Report (PSC-272) and the Financial Status Report (SF-269). Cash transactions <br />data is reflected through completion of lines 10a -10c on the FFR. The quarterly FFR is due <br />within (30) days after the end of each quarter.
