The HHS Grants Policy Statement (HHS GPS). This award is subject to the requirements <br />of the HHS GPS that are applicable to the Recipient based on the Recipient t ype and the <br />purpose of this award [available at <br />http://www.hhs.gov/sites/default/files/grants/grants/policies-regulations/hhsgps107.pdf]. The <br />general terms and conditions in the HHS GPS will apply as indicated unless there are <br />statutory, regulatory, or award-specific requirements to the contrary. Although the HHS GPS <br />is meant to be consistent with applicable statutory or regulatory requireme nts, the current 2007 <br />version has not been updated to parallel the new HHS regulations. The HHS regulation, 45 <br />CFR Part 75, effective December 26, 2014, therefore supersedes information on administrative <br />requirements, cost principles, and audit requirements for grants and coopera tive agreement <br />included in the current HHS Grants Policy Statement where differences are identified. <br /> <br />6. Prior Approval Requirements. Recipients must consult and comply with prior approval <br />requirements outlined under 45 CFR §75.407, Prior written approval (prior approval). <br /> <br />7. Revision of Budget and Program Plans. Recipients must consult and comply with <br />requirements outlined under 45 CFR §75.308, Revision of budget and program plans. Please <br />note that CMS is not waiving any prior approval requirements outlined in this sec tion. <br />Additionally, in accordance with §75.308(e), CMS requires prior approval where the transfer <br />of funds among direct cost categories or programs, functions and activities in which the <br />Federal share of the project exceeds the Simplified Acquisition Threshold ($250,000) and the <br />cumulative amount of such transfers exceeds or is expected to exceed 10 percent of the total <br />budget as last approved.
