25 | Page <br /> <br />C. Incentive costs to individuals without CMS prior approval. These costs must be fully <br />itemized and justified. The link to this specific program must be clear and demonstrate <br />reasonableness and necessity. Recipient must describe how costs will be determined <br />including means to avoid fraud, waste, and abuse. <br />D. Recipient may not incur costs and/or drawdown funds to support subrecipient, contractor, <br />and/or consultant agreements until all costs are fully itemized and described and CMS <br />prior approval is received. To fully comply with this restriction, Recipie nt must address <br />the applicable list of questions for subrecipients , contractors, and/or consultants as <br />explained and listed in the Notice of Funding Opportunity in Appendix A: Guidance for <br />Preparing a Budget Request and Narrative (see pages 74-76). <br />E. InCK funding cannot be used to support direct, contractual, or subrecipient salary and <br />fringe benefit costs in excess of the current Executive Level II salary cap of $197,300. <br />This cap is applicable even if the position is not a 100% FTE. Compensation must be <br />based upon the applicable salary at a 100% FTE. See also section 45 of the Standard <br />Terms and Conditions (FY 2020 Appropriations Provision). <br />F. InCK funding cannot be used to fund internal evaluation costs. <br />G. InCK funding cannot be used to purchase business cards. <br />H. As defined in 45 CFR §75.421, unallowable advertising and public relations costs include <br />the following: <br />1. 75.421(e)(1) All advertising and public relations costs other than as specified in <br />paragraphs 75.421(b) and 75.421(d); <br />2. 75.421(e)(2) Costs of meetings, conventions, convocations, or other events related to <br />other activities of the entity (see also §75.432), including: <br />a) Costs of displays, demonstrations, and exhibits; <br />b) Costs of meeting rooms, hospitality suites, and other special facilities used in <br />conjunction with shows and other special events; and <br />c) Salaries and wages of employees engaged in setting up and displaying exhibits, <br />making demonstrations, and providing briefings; <br />3. 75.421(e)(3) Costs of promotional items and memorabilia, including models, gifts , <br />and souvenirs; <br />4. 75.421(e)(4) Costs of advertising and public relations designed solely to promote the <br />non-federal entity. <br /> <br />Allowable Use of Funds <br /> <br />Award money will fund such approved InCK Model planning and implementation activities <br />outlined below and in Appendix A of the NOFO (assuming other federal, state, or local <br />programs do not already fund these expenses). Activities include but are not limited to: <br /> <br />A. Enrollment and assessment systems development, adaption, or expansion <br />B.
