He said that stay at home orders impacted private entities in a way that <br /> other emergencies do not. <br /> Slide #7 <br /> Questions and discussion <br /> ORANGE COUNTY <br /> NOFM I CAROLIN A <br /> Commissioner Bedford asked when the county is issuing a declaration, if it excludes the <br /> towns, unless the towns want to join in. <br /> Travis Myren said yes. He said the county invites the towns to participate for <br /> coordination, but it is not necessary. <br /> Commissioner Bedford asked how it works with municipalities split across counties, <br /> such as Mebane. <br /> John Roberts, County Attorney, said those municipalities usually do not participate and <br /> issue their own orders. <br /> Commissioner Bedford said that it could be a conflict for those municipalities that are <br /> split between counties that have differing rules. <br />
