He said the county invites the towns to participate for <br /> coordination, but it is not necessary. <br /> Commissioner Bedford asked how it works with municipalities split across counties, <br /> such as Mebane. <br /> John Roberts, County Attorney, said those municipalities usually do not participate and <br /> issue their own orders. <br /> Commissioner Bedford said that it could be a conflict for those municipalities that are <br /> split between counties that have differing rules. <br />
