2 <br /> The Department has identified the following services as necessary to supplement and enhance <br /> the ambulance services within the Emergency Services System and to the residents of the <br /> Orange County. The services are: <br /> Convalescent Transport Services Rescue Services <br /> • ALS Transport • Confined Space <br /> • BLS Transport • Extrication <br /> Emergency Services • Heavy Rescue <br /> • BLS Transport • High/Low Angle <br /> • Medical Responder Non-transport • Swift Water <br /> • EMT Non-transport • Trench Collapse <br /> • Underwater <br /> • Wilderness Search&Rescue <br /> SORS has applied for Orange County Franchise renewal under the 2010 Franchise Ordinance. <br /> The application indicates SORS is applying to provide the following services: <br /> • Basic Life Support Transport <br /> • EMT Non-Transport <br /> • Confined Space <br /> • High/Low Angle <br /> • Swift Water <br /> • Wilderness Search & Rescue <br /> SORS is headquartered in Carrboro, North Carolina, has been in service in the Orange County <br /> EMS System since 1971. From the SORS website, "It is the Mission of South Orange Rescue <br /> Squad to foster high professional standards & acts of service by its membership to its <br /> community for the provision of Emergency, General and Technical Rescue Services. South <br /> Orange Rescue Squad seeks to carry out these spirited goals by organizing local residents and <br /> students, providing training and coordinating provision of services in conjunction with <br /> established professional agencies in Orange County, North Carolina and the University of North <br /> Carolina at Chapel Hill." SORS continues to provide these services as an all-volunteer agency <br /> with tremendous professionalism. <br /> SORS provides a Basic Life Support ambulance seven nights per week, 365 days per year as <br /> well as provides a BLS ambulance from 6:00 am to 6:00 pm on Saturdays. In addition, SORS <br /> provides countless hours of special event coverage for sporting events, mass gatherings, etc. <br /> SORS also provides CPR courses free of charge to the community and has provided this life <br /> saving training to Spanish speaking residents. <br /> Emergency Services has reviewed the application, in conjunction with NC State Office of <br /> Emergency Medical Services, submitted by SORS and inspected the premises, vehicles, <br /> equipment, and personnel of the company to assure compliance with the ordinance. The North <br /> Carolina General Statutes provides also that the Board, prior to granting a franchise, must "find <br /> that the franchise applicant is in compliance with Chapter 131E, Article 7."' Emergency <br /> Services has concluded that the company is in compliance with Chapter 131E, Article 7 that <br /> ' N.C. Gen. Stat. 153A-250(a). <br />
