2 <br /> As an aside, in 2017 the UDO was amended to allow certain subdivisions of 12 or fewer lots to be <br /> processed as minor subdivisions and a Class A private road would be required under current <br /> regulations (dedication of a public road would not even be allowed through a minor subdivision <br /> process). This information is provided to note that a 12-lot subdivision with a Class A private road is <br /> allowable in Orange County. However, the minor subdivision process is not being used in this <br /> instance because the preliminary plat for The Lodges at Chapel Hill was previously approved as a <br /> major subdivision. <br /> Development Advisory Committee (DAC) Review: The DAC reviewed this application at its February <br /> 17, 2022 meeting and had no comments on changing the road from public to private since it will be <br /> constructed as originally proposed. <br /> JPA Review: In accordance with the Joint Planning Area Agreement, this project was sent to <br /> the Town of Carrboro for review and comment on February 18, 2022. Town staff did not have <br /> comments on changing the road designation from public to private (see Attachment 5). <br /> Analysis: As required under Section 2.15.2 (E) of the UDO, the Planning Director is required to <br /> `prepare and submit a recommendation' on the concept plan to the Planning Board for <br /> consideration. In analyzing this request, the Planning Director offers the following: <br /> 1. The application has been deemed complete in accordance with the requirements of <br /> Section 2.2 and 2.15.2 of the UDO. <br /> 2. Staff has determined that the proposed private road meets the requirements set forth in <br /> Sections 7.8.4 and 7.8.5 of the Unified Development Ordinance. <br /> 3. The proposal appears consistent with the various goals outlined within the <br /> Comprehensive Plan concerning development, including: <br /> a. Land Use Overarching Goal: Coordination of the amount, location, pattern, and <br /> designation of future land uses, with availability of County services and facilities <br /> sufficient to meet the needs of Orange County's population and economy <br /> consistent with other Comprehensive Plan element goals and objectives. <br /> b. Land Use Goal 2: Land uses that are appropriate to on-site environmental <br /> conditions and features and that protect natural resources, cultural resources, and <br /> community character. <br /> c. Land Use Goal 3: A variety of land uses that are coordinated within a program <br /> and pattern that limits sprawl, preserves community and rural character, minimizes <br /> land use conflicts, supported by an efficient and balanced transportation system. <br /> 4. Staff has determined that the proposed subdivision is consistent with the provisions and <br /> goals of the Joint Planning Land Use Plan and Joint Planning Agreement. <br /> Planning Director's Recommendation: The Planning Director recommends approval of the <br /> revised preliminary plat and the Resolution of Approval contained in Attachment 4. <br /> Planning Board Review and Recommendation: The Planning Board reviewed this application at its <br /> March 2, 2022 meeting and unanimously voted to recommend approval of application.
