<br />Minutes of the Board of Commissioners
<br />May 7, 1962
<br />The Orange County Board of Commissioners met in regular session on Monday-,
<br />May 7, 1962, at 10 o'clock a.m. in the Commissioners' room at the courthouse in
<br />Hillsboro, N. C.
<br />Members present: Chairman Donald Stanford, Commissioners Harvey Bennett,
<br />Clarence Jones, Donald McDade and Henry Walker.
<br />Members absent: None
<br />The minutes for the meetings held during the month of April were read by
<br />the Clerk and approved as some corrections.
<br />The following Department officials presented reports for the month of April,
<br />1962:
<br />Walter Wrenn, Veterans Service Officer
<br />Casbe Boggs, Dog Warden
<br />E. M. Lynch, Clerk of Court and
<br />Jim Wight, Welfare Director
<br />Mrs. Nellie Lloyd and Mrs. Laura Bradshaw were present to petition for.
<br />the improvement of Wild Cat Road. They stated that several petitions bad been
<br />previously submitted but that no action had been taken on these petitions and the
<br />road was still in need of repair.
<br />Paul McKee requested that the Board name the road which runs from Eno Power
<br />Plant north toward St. Marys and Schley. He suggested the name of Pleasant Green
<br />Road. Chairman Stanford requested that Mr. McKee inquiry of the citizens in that
<br />community as to their desire and wishes as to a name for said road and to report
<br />the decision of the community to the Board at their next regular session.
<br />H. Dobson, Health Inspector, presented a map showing the proposed Green-Johnson
<br />Heights housing development. Mr. Dobson set forth the sanitation problems with
<br />sewage and garbage disposal presently not adequately provided for and requested
<br />that the Board consider the adoption of an ordinance for a franchise garbage colleo-
<br />tion system and consider setting up a santiary district for this area.
<br />It was the feeling of the Board that a joint meeting with the District Health
<br />Department and the Hoard of Commissioners should be arranged for the purpose of
<br />discussing the santtation problems of the county.
<br />Sam McFarland of Rt. 1, Box 131, Durham, N. C., presented to the Board a
<br />bill in the amount of $250.00 for damages to his well. This well was located on
<br />the portion of the land he gave as a right-of-way for the Robertson Road in Chapel
<br />Hill Township. Mr. McFarland's well caved in due to the widening and repairing of
<br />said road by the State Highway Commission. He has been forced to dig a new well
<br />on this property and bases his claim upon the facts hereinabove set forth.
<br />The Board informed Mr. McFarland that they bad no jurisdiction in this
<br />matter but felt that the State Highway Commission should be responsible for the
<br />damage incurred and, therefore, would instruct the Clerk to write the State Highway
<br />Commission concerning his request.
<br />Jim Wight, Welfare Director, presented the following reports:

<br />Mr Wight recommended that $2,200.00 be transferred from G. A. ($1,000.00) and
<br />Hospitalization ($1,200.00) to the Foster Home Program.
<br />Upon motion of Commissioner Walker, seconded by Commissioner Bennett, and
<br />unanimously adopted, the Welfare Director was authorized to make the transfer of
<br />funds as requested in said report.
<br />RECOMMENDATIONS ON EXTENDED ACCOUNTS
<br />1. State Commission for the Blind, Aid to Administration $ 910.50
<br />Transfer this to the administration equipment account to.be used
<br />for the county's portion (51.49%) for purchase of dictating machines
<br />as planned in replacement schedule, one additional air conditioner,
<br />and the balance in desks as planned in the replacement schedule.
<br />II. Unexpended Balance of Old Hospitalization Account $1,429.38
<br />Pay Balance of Bill for Glasses to State Commission 315.30
<br />Set up a Revolving Fund for Glasses 700.00
<br />Set up an Education Loan Fund for Clients with Balance 414.06
<br />Upon motion of Commissioner Bennett, seconded by Commissioner Walker, and
<br />unanimously adopted, the Welfare Director was authorized to make the transfer of
<br />funds as requested in said report.
