2 <br /> The Department has identified the following services as necessary to supplement and enhance <br /> the ambulance services within the Emergency Services System and to the residents of the <br /> Orange County. The services are: <br /> Convalescent Transport Services Rescue Services <br /> • ALS Transport • Confined Space <br /> • BLS Transport • Extrication <br /> Emergency Services • Heavy Rescue <br /> • BLS Transport • High/Low Angle <br /> • Medical Responder Non-transport • Swift Water <br /> • EMT Non-transport • Trench Collapse <br /> • Underwater <br /> • Wilderness Search&Rescue <br /> North State has applied for renewal of its 2017 Franchise Ordinance. In its submitted <br /> application, North State has also indicated an upgrade. The application indicates North State is <br /> applying to provide the following services: <br /> • Convalescent Transport Services, ALS Transport <br /> • Convalescent Transport Services, BLS Transport <br /> • Emergency Services, BLS Transport (Special Event Coverage) <br /> North State is headquartered in Raleigh North Carolina, has been in service in the Orange <br /> County EMS System since 2010. North State expanded services and now operates in fifteen <br /> North Carolina counties, eight of which are at the advanced life support level. North State <br /> provides over 16,000 scheduled transports annually. In recent years North State has focused <br /> primarily on the needs of hospital systems as well as nursing homes and private residents. <br /> North State employees over 90 EMS providers and operates a fleet of 18 vehicles. North State <br /> has a professional management team and provides exceptional customer service. There have <br /> been no reported issues with their level of service in Orange County. <br /> In addition to scheduled non-emergency Basic Life Support Transportation, North State <br /> provided special event ambulance standby coverage at both Cedar Ridge and Orange High <br /> Schools during football seasons. <br /> North State has been willing to expand their service delivery to the Convalescent Transport <br /> Services, ALS transport level in Orange County to meet the growing needs of Interfacility <br /> ambulance transports between UNC Hillsborough and UNC Main Campus. After discussion <br /> with both facilities, the volume of these Interfacility transports are outpacing the capabilities of <br /> Carolina Air Care. <br /> The County continues to maintain an excellent working relationship with North State. <br /> Emergency Services has reviewed the application, in conjunction with NC State Office of <br /> Emergency Medical Services, submitted by North State and inspected the premises, vehicles, <br /> equipment, and personnel of the company to assure compliance with the ordinance. The North <br /> Carolina General Statutes provides also that the Board, prior to granting a franchise, must "find <br /> that the franchise applicant is in compliance with Chapter 131E, Article 7." Emergency <br /> ' N.C. Gen. Stat. 153A-250(a). <br />
