17 <br /> 1 Commissioner Hamilton said she is also concerned about the price of the project. She <br /> 2 understands COVID-19 has made things difficult. She said that given the current international <br /> 3 climate is not leading her to think prices will decrease. She said that there are many needs that <br /> 4 the county has and that she looks at all projects against their competing needs. She said that <br /> 5 this is a priority. <br /> 6 Commissioner Bedford said that staffing projections increased but not as much as other <br /> 7 increases. She said that she agrees that parking is important. She said that interest rates <br /> 8 concern her. She asked if there is any possibility that Carrboro could adjust and fund more that <br /> 9 has been assigned to Orange County. <br /> 10 Chair Price said Carrboro is funding their portion and that the county is funding their <br /> 11 portion. <br /> 12 Bonnie Hammersley said the Town Council is looking at this tonight as well and will <br /> 13 come back on March 15th. She spoke to the Town Manager and the council has issues with the <br /> 14 increased cost of project as well. <br /> 15 Chair Price said she knows Carrboro needs 61 parking spaces but questioned the 110 <br /> 16 spaces total. <br /> 17 Steve Arndt said there was a detailed analysis done on the demand for parking during <br /> 18 the design plan and 120 spaces were deemed to be accurately needed to accommodate both <br /> 19 facilities. <br /> 20 Chair Price said she hates to pave over open lands but wonders if there is an alternative <br /> 21 to parking, like a park and ride, and public transit, if that would alleviate the need to build the <br /> 22 deck. She remarked on the increases of concrete and steel. She said she is also shocked by <br /> 23 the increases. She asked if the water increase was based on construction only. <br /> 24 Steve Arndt said this is for construction. <br /> 25 Chair Price asked if there are trends showing a decrease in costs going forward. <br /> 26 Steve Arndt said at best, they could hope for a leveling off, but absent extreme economic <br /> 27 decrease, it likely won't change. <br /> 28 Chair Price asked if there is a way hear back from Carrboro quickly. <br /> 29 Bonnie Hammersley said she is talking with the Carrboro Town Manager in the morning, <br /> 30 and they will discuss the issues brought up by both boards. <br /> 31 Chair Price asked if analysis could be done again on proposed parking spaces. <br /> 32 Bonnie Hammersley said staff will look at that and look at what is required. She said they <br /> 33 do not have to do any more than the requirements. <br /> 34 Chair Price said that she was trying to say that some of the planning requirements may <br /> 35 be outdated and unreliable for actual use and demand. <br /> 36 Commissioner Greene said that if some of the parking were to be removed then that <br /> 37 would require a redesign of the project and a rebid. <br /> 38 Steve Arndt said that the bids are only good for 90 days for every bid. <br /> 39 Commissioner Greene said that there is a local government deadline coming up that <br /> 40 Carrboro is dealing with. <br /> 41 Bonnie Hammersley said they are working with that deadline but that it can be pushed <br /> 42 off to a later date, if needed. <br /> 43 Commissioner Greene said if the project must be rebid, there's a chance the costs will <br /> 44 go even higher, as well as interest rates. <br /> 45 Steve Arndt said yes. <br /> 46 Commissioner Greene said this is very unfortunate, but the project has come a long way <br /> 47 and need to find some way to get to the finish line. <br /> 48 Commissioner Bedford said when the CIP comes to the Board, she hopes some of the <br /> 49 increases can be applied, so help the Board understand inflation. <br /> 50 Steve Arndt said AMS was shocked by these numbers, and after seeing it, they revised <br /> 51 the CIP with finance. <br />
