(“MBP”) is pleased to submit this revised proposal (Proposal) to provide <br />retro-commissioning (RCx) services to Orange County Government, Asset Management Services <br />(“County”) for the Emergency Services Center (“ESC”) located at 510 Meadowlands Drive, <br />Hillsborough, NC (“Project”). MBP has partnered with High Performance Building Solutions <br />(HPBS) to perform the building envelope investigation scope of work of this proposal. <br /> <br />SCOPE OF PROJECT <br /> <br />It is our understanding that, in 2018, the ESC sustained damage and water intrusion during <br />Hurricane Florence, resulting in water damage and fungal growth on the interior of the building. <br />Between December 2018 and March 2020 renovations and repairs were executed including <br />replacement of finish materials and heating ventilation and air conditioning (HVAC) equipment, <br />installation of closed-cell spray polyurethane foam on the interior side of the exterior wall <br />assembly, and application of waterproofing sealants and coatings. In July 2021 new damage <br />from moisture intrusion and apparent fungal growth was reported. <br /> <br />SYSTEMS TO BE REVIEWED <br /> <br />1. Mechanical systems (HVAC) <br />2.
