EXHIBIT A <br />SCOPE OF SERVICES <br />5410 Trinity Road <br />Suite 102 <br />Raleigh, NC 27607 <br />P 919.866.4951 <br />F 919.859.5663 <br />www.timmons.com <br />The existing legacy stormwater basin located at Gravelly Hill Middle School is proposed to be converted <br />to a stormwater wetland following 15A NCAC 02H .1054 - Minimum Design Criteria for Stormwater <br />Wetlands and guidance provided in the NCDEQ Stormwater Design Manual, Part C-4. The purpose of the <br />project is to provide a design and construct a stormwater wetland that meets state and local guidelines <br />for stormwater management to provide water quality and quantity benefits to the County while taking <br />the opportunity to educate students and the public about stormwater issues and wetland benefits in the <br />process, both during and post construction. <br />The following tasks are proposed in support of the project objectives. <br />Task 1 – Preliminary Design & Surveying ($6,141.25) <br />1.Attend project kickoff meeting and develop project schedule. <br />2.Perform site visit and begin field survey. Field survey includes: <br />a.Preparation of a field run topographical survey, specifically: <br />i.locations of visible improvements <br />ii.storm pipe alignments with invert data (including one structure outside of <br />limits); and <br />iii.surface indications of subsurface utilities <br />b.Contouring at a 1’ interval. <br />c.Topographic limits will include the area highlighted in Attachment 4 of the Scoping <br />Package. <br />d.Deliverable will be a CAD and PDF file to the County in NCSPF horizontal and NAVD88 <br />vertical. <br />3.Informal Agency Consultation. Timmons Group will consult with the US Army Corps of Engineers <br />and the NC Division of Water Resources to review site conditions and discuss the proposed <br />project to determine if further investigation, such as a wetland delineation, Jurisdictional <br />Determination, or Section 404/401 permitting, is required by the agencies. Following <br />consultation, Timmons Group will provide recommendations as to how to proceed with the <br />project. This task does not include: <br />a.Site visits <br />b.Delineation of potentially jurisdictional features within the project area <br />c.The procurement of a Jurisdictional Determination from the Army Corps <br />d.Consultation with other agencies, including but not limited to: US Fish and Wildlife <br />Service, NC State Historic Preservation Office, Piedmont Land Conservancy, and NC <br />Department of Natural and Cultural Resources <br />e.Section 404/401 permitting. <br />4.Design tasks will proceed under the assumption that the site is suitable for a stormwater <br />wetland constructed in accordance with NC DEQ MDCs.
