ORANGE COUNTY HOUSING AUTHORITY <br /> ADVISORY BOARD MEETING <br /> O.�,&CHCD <br /> ORANGE COUNTY HQUSING&COMMUNITY DEVELOPMENT Thursday, February 17, 2022 at 6:00 PMVIRTUAL MEETING: https://zoom.us/i/98126441099 <br /> 0 2030 Comprehensive Plan (OC Planning Dept.) <br /> o Master Aging Plan (MAP), also a 5-year plan, drafting is currently <br /> underway <br /> o CH has CH Housing Plan, and CH Affordable Rental Strategy <br /> o Carrboro AH Goals & Strategies <br /> o OC Plan to End Homelessness <br /> o Big Bold Ideas—one of two areas chosen was how to create more <br /> AH <br /> o COVID Recovery Plan — Housing Recovery Support Function <br /> • Groups <br /> o OC AH Coalition has done a great job of fostering and maintaining <br /> collaboration, as opposed to many coalitions; have petitioned the <br /> BoCC to devote 2 pennies of each tax dollar to affordable housing <br /> o OC AH Advisory Board, est. 2001 to advise BOCC on AH; reviews <br /> applications from outside agencies on anything to do with housing <br /> o Carrboro AH Advisory Commission, est. 2018 to advise Carrboro <br /> councilmembers on AH; Carrboro already has either 1 or 2 pennies <br /> on tax rate devoted to AH, this commission makes <br /> recommendations for that funding <br /> o CH Housing Advisory Board —assist town council in <br /> promoting/developing full spectrum of housing (i.e. not just <br /> "affordable")... CH has inclusionary zoning ordinance which requires <br /> a certain number of AH units in each development, or a payment in <br /> lieu... HAB makes recommendations for that funding; also review <br /> development applications straight from developers. <br /> o Local Gov. AH Collaborative, made up of elected officials and staff <br /> from towns and county. Serves as HOME Consortium (not actually <br /> an acronym); Block Grant est. by HUD in 90s. In OC, CH is the only <br /> town big enough for CDBG funding, and for ESG only <br /> Durham/Raleigh are big enough. But everyone gets HOME. Idea is <br /> to pool HOME money so that they can do something major with <br /> funding. AH development, down payment assistance are some of <br /> the things it is used for. HUD calls it Participating Jurisdiction (PJ) <br /> when many entities join together, so LGAHC is a "PJ" <br /> ■ Review all of HOME applications (—$400k/yr) <br /> ■ App process opens in December, closes next Friday <br /> ■ This group recommends how funding should be allocated <br /> Mailing Address: P.O.
