The undersigned declared the existence of a state of emergency in Orange County on March 13, <br /> 2020 and revised said declaration of emergency on March 25, 2020, April 23, 2020, May 6, 2020, May <br /> 21, 2020, and June 10, 2020 (the "Declarations"). <br /> Sec. 2. The Governor of North Carolina,through Executive Order 138 ("EO 138), began moving the state <br /> into Phase 1 of the state's planned COVID-19 recovery on May 8, 2020; through Executive Order 141 <br /> ("EO 141") began moving the state into Phase 2 on May 22, 2020; and through Executive Order 147 ("EO <br /> 147") mandated the wearing of face coverings throughout North Carolina. <br /> Sec. 3. The undersigned adopted a revised declaration of emergency incorporating the terms of EO 141, <br /> with minimal changes, having an effective date of May 22, 2020 and amended that declaration on June <br /> 10, 2020 to extend the effective date of the Declarations through August 31, 2020 and to require face <br /> coverings in Orange County. <br /> Sec.4. In consideration of all available data related to the impacts of COVID-19 in Orange County the <br /> undersigned has determined it is in the best interest of the residents of Orange County that the <br /> prohibitions and restrictions in all prior Orange County Declarations are superseded by the Governor's <br /> Executive Orders 141 and 147, except as follows: <br /> i. Prohibited "Mass Gatherings" as defined in EO 141 shall include all indoor meetings of <br /> more than 10 people including meetings of public bodies(Pursuant to EO 141 worship <br /> services, spiritual gatherings, weddings, and funerals are exempt from this restriction); <br /> and <br /> ii. The mandatory mitigation measures set out in EO 138, Section 713.2. apply to all long- <br /> term care facilities described in Section 7A.3.,which are situated in Orange County; and <br /> iii. Pursuant to the North Carolina Department of Health and Human Services guidelines <br /> restaurants shall limit customers at tables so that no more than six(6) people shall be <br /> seated together at the same table.
