The undersigned declared the existence of a state of emergency in Orange County on March 13, 2020 <br /> and revised said declaration of emergency on March 25,2020,April 23, 2020, May 6, 2020, and May 21, 2020 <br /> (the "Declarations"). <br /> Sec.2. The Governor of North Carolina,through Executive Order 138("EO 138), began moving the state into <br /> Phase 1 of the state's planned COVID-19 recovery on May 8, 2020 and through Executive Order 141 ("EO <br /> 141" began moving the state into Phase 2 on May 22, 2020. <br /> Sec.3. The undersigned adopted a revised declaration of emergency incorporating the terms of EO 141,with <br /> minimal changes, having an effective date of May 22, 2020. <br /> Sec.4. In consideration of all available data related to the impacts of COVID-19 in Orange County the <br /> undersigned has determined it is in the best interest of the residents of Orange County to amend the <br /> Declarations subject to the conditions set forth herein. <br /> a. The Declarations, as amended, remain in full force and effect in Orange County. <br /> b. The declaration of a state of emergency in Orange County is extended through and including <br /> August 31, 2020. <br /> c. In addition to the restrictions, prohibitions, conditions, and permissions of the Declarations and <br /> EO 141,while indoors, all customers, employees, and other users of restaurants,grocery and <br /> retail stores, all occupants of public transportation vehicles, and all persons in any other indoor <br /> or outdoor situation in which people cannot maintain the physical distance required or <br /> recommended by the Declarations,shall wear a Face Covering as that term is defined by EO 141. <br /> However,this provision does not apply to the following persons or in the following situations; <br /> i. to those people whose religious beliefs prevent them from wearing a Face Covering, <br /> ii. to those people who cannot wear a Face Covering due to a medical or behavioral <br /> condition, <br /> iii. to children who are under twelve (12)years of age, <br /> iv. while dining in any restaurant, <br /> v. in private offices, <br /> vi. when complying with directions of law enforcement officers, <br /> www.orangecountync.gov <br /> Protecting and preserving—People,Resources,Quality of Life <br /> Orange County,North Carolina—You Count! <br /> (919)245-2130• FAX(919)644-0246 <br />
