4 <br />It is important to note that the Conditional Use Permit application will require <br />substantial detail on the construction to be undertaken. Same of the materials <br />that must be submitted as part of the application will require that detailed <br />construction drawings be prepared for part or all of Phase I. These materials will <br />require substantial staff (or contract) resources. It is estimated that the <br />preparation of the Conditional Use Permit application to Carrboro will take <br />approximately three months once the Board has approved the first phase to be <br />submitted. <br />Additionally, the Town will require submittal of the Master Plan in order to be able <br />to evaluate Phase I of the project. While there is no requirement for approval of <br />the Master Plan, it will be needed for consideration of the applications for each <br />phase. <br />Staff has held several meetings with Town staff to review the approval process. <br />When the Board is ready to proceed with construction of phase I of the park, and <br />the application to Carrboro, steps needed to set that in motion would be: <br />• General agreement on the layout of the Master Plan for the park, and <br />• Approval of a Phasing Plan (especially Phase I) <br />Once these steps are completed, staff (or a consultant) can prepare the materials <br />for the application and have a complete application submitted in approximately <br />three months.
