21 <br /> • What are the concerns or emerging issues your board has identified for <br /> the upcoming year that it plans to address or bring to the Commissioners' <br /> attention? <br /> • Increase & diversify Orange County's overall tax base and employment <br /> opportunities among environmentally clean, high-tech and desirable firms <br /> through the recruitment of new businesses, and through the retention and <br /> expansion efforts with existing businesses. <br /> • Promote the attraction of environmentally clean, light manufacturing, <br /> distribution, corporate headquarters, commercial and retail businesses, and the <br /> required County infrastructure (zoning and utility services)that is needed to <br /> support these investments. <br /> • Improve the County's communication relations effort to emphasis the <br /> importance of economic development, endorsing the continuing utility <br /> infrastructure development of Orange County's 3 economic development <br /> districts (EDDs) and commercial/industrial transition activity nodes (CITANs) <br /> to attract future non-residential growth by private businesses that create new <br /> employment and property tax/retail sales tax revenue. <br /> • Support small business and agricultural related small business ventures, <br /> advocate for the LAUNCH Chapel Hill" innovation center", help administer <br /> the small business and agriculture grant programs, and offer an advisory role <br /> regarding the key uses of Article 46 funds (1/4 quarter cent sales tax proceeds <br /> for economic development)that promote the County's local economy. <br /> • Advocate for reasonable County property tax rates and economic development <br /> programs that best serve all residents of the County, and which promote the <br /> BOCC's social justice goals that provide shared economic prosperity for all. <br />
