As part of this review, analysis included
Pflugerville, dispatch performance, resource utilization on responses, user experience and
TX feedback on dispatch needs, performance, and service. Long-term
recommendations concerning cost for alternative dispatch services were made to
the District to improve performance and efficiency related to its dispatch
contracting surrounding its fire protection and emergency medical services.
Orange County RFP Scope of Services Correlation:
► Preserving a high-quality ALS emergency medical response system
► Producing an EMS system that is sustainable for the planning horizon and
beyond
► EMS system delivery, including 911 procedures, response times, and
operational deployment
► Routing and screening of 911 and other medical calls, including caller
questioning and pre-arrival instructions
► Use of IAED®protocols for prioritized and tiered response and non-
response
► Integration and use of first responders
► Data and performance reporting requirements
► Drivers of system change
► Assessing physical resources
► Assessing current response and planned station locations
No. Assessing and identifying opportunities for future public/private
partnerships
City of Austin, Dispatch and Equity Optimization Efficiency Study
TX PCG interviewed City of Austin and Travis County staff and other relevant
stakeholders, collected data, and conducted research to obtain a comprehensive
understanding of the City's dispatch and emergency response, operations,
challenges, needs, and opportunities for improving equity, promoting efficiency,
reducing costs, and increasing quality of services. This included an overview
evaluation of unit hour utilization (UHU), expansion modeling for new/existing
ambulance units, community risk reduction analysis including the community
paramedicine program, and collaborative practices between the City's fire
department, EMS agency, and public health entity.
Orange County RFP Scope of Services Correlation:
► Preserving a high-quality ALS emergency medical response system
Public Consulting Group LLC Page 6
