Unique to North Carolina, the shift from local and countywide <br /> volunteer ambulance services and rescue squads to combination and fully paid countywide EMS agencies <br /> brings about its own subset of opportunities that not all states can resemble. Reflective of this project, our <br /> (PCG) focus will be toward helping your county to develop its forward path in remaining a viable, <br /> sustainable, efficient, and safety-oriented EMS agency (Division). <br /> Through our comprehensive analysis, we will develop an EMS System Assessment Report and EMS <br /> Strategic Recommendation Report that coincides with the two phases of this project: Comprehensive EMS <br /> System Assessment (Phase 1) and Deployment and EMS Location Study (Phase 2). We believe that our <br /> firm is perfectly poised and ideally prepared to take on this responsibility based on our progressive <br /> background within the EMS consulting industry, combined with our comprehensive experience in both EMS <br /> financial and CAD data analysis. <br /> Coinciding with your project objectives, we are eager to see where both the subjective (e.g., surveys, <br /> interviews) and objective (e.g., financial analysis, CAD data, call volume trending) data will direct this <br /> project. The population boom that Orange County has seen over the past few decades has certainly <br /> warranted significant changes in the organizational composition and operations of its EMS/ambulance <br /> transport service, especially because of its bordering proximity to the Wake-Durham metro region. These <br /> population increases have resulted in changing trends related to community aging, transportation patterns, <br /> bedroom community habits, and overall EMS system demands. Each of these factors affects operations in <br /> different ways,as static-based(station/post-based)deployment models work for some EMS agencies,while <br /> dynamic models (e.g., system status management)work best for others.Additionally, each of these factors <br /> affects what drives candidates to seek employment within each locale—or even to remain as volunteers. <br /> Unique to Orange County EMS and this project will be developing —defining —the organization's sense of <br /> identity. It's easy for an entity like this to rest in the shadows of popular agencies/systems like Wake County <br /> EMS and Durham County EMS, but in the challenging times that our industry is facing today—struck with <br /> low employee retention rates, a decreasing/depleted recruitment pool, highly competitive wage/benefit <br /> packages, and other employee enticements that potentially draw candidates away— it's important that the <br /> resulting path from this comprehensive analysis be one that sets the County up for competitive success, as <br /> it clearly (positively) is its own EMS system; not simply an extension of its neighbors'. <br /> We believe our team will be a great fit to help you analyze your system and provide guidance for its future <br /> growth. We are comfortable and confident in being able to address each of the components within your <br /> outlined Purpose(1.0)and Scope of Services(5.00 sections, especially those related to organizational and <br /> management operations, wage and benefit analysis, service coverage area and station location analysis, <br /> and projecting future system needs through long-term planning. Our subject matter expert team is <br /> comprised of professionals with administrative (chief officer) and operational (supervisory and clinician) <br /> experience throughout their decades of EMS industry involvement, which includes both project and <br /> personal/professional experience in both paid and volunteer system operations. <br /> We want you to remain as a high-quality ALS system just as much as you want to remain one, too. We <br /> want to help you build a consistent, sustainable, and even predictable system that allows for population <br /> shifts and call volume waxing and waning.
