35 <br />Or. Wynn clarified that the County's full match obligations must be fulfilled <br />by the and of the project, which must fall prior to November 2006. <br />In answer to a question by Commissioner Gordon, Dc Wynn indicated that <br />the County would only be required to match funds in the instance of State <br />bond funds. There is no match requ loomed for special appropriations by <br />the State. Hefurther noted, however, that Durham Tech would make <br />annual capital requests to the Board of Commissioners, which Is an issue <br />separate from the match. Barbara Baker noted that State participation in <br />capital funds for construction was begun in 1993. Prior to that time the <br />responsibility lay entirely with the taxing authority <br />. <br />Environments Issues <br />Both Commissioners Brown and Jacobs strongly encouraged the use of <br />environmentally sensitive and energy efficient construction methods when <br />constructing the satellite campus. Durham Tech representatives indicated <br />that it was entirely within the discretion of the taxing authority to make this <br />type of decision. <br />High School Students at Durham Tech <br />Commissioner Carey asked about the status of legislation regarding high <br />school students enrolled in Durham Tech classes. Dr. Wynn indicated <br />that the Board of Trustees would consider procedures during their meeting <br />on October23,2001. Barbara Baker pointed out that some high school <br />students are already pad of Durham Tech classes and noted relevant <br />updated numbers provided in the handout distribute! at the mewing. <br />Durham Tech 'a Involvement at Northern Human Services Center <br />Commissioner Brown noted that Durham Tech is contributing to the <br />program at the Northam Human Services Center through the <br />implementation of computer classes this fall. Class offerings will be <br />expanded at the site to meet other needs, among them ESL (English as a <br />Second Language). Barham Baker noted that approximately 31000 hours <br />of ESL were offered in Chapel Hill last year and believes the Northern <br />Human Services Center offerings should be well received. <br />Next Steps <br />The Boartl requested that the County Manager and the President draft a <br />process for review by the County Commissioners and the Board of <br />Trustees to <br />• Outline a process and criteria for siting the facility <br />• Establish a suggested timetable by which the project should <br />move toward. including the timing for funding; <br />• Outline a process by which to conduct the feasibility <br />study/needs assessment for the facility. <br />35 <br />Durham Tech/Orange County Commissioners Joint Maeting <br />October 11, 2001
