34 <br />commute to the Northern Durham Center where the specialty classes are <br />held to finish their degree. <br />Capital Expenditure Requirements <br />With the overview by Durham Tech concluded the discussion migrated <br />toward the capital expenditures, specifically the $4 million in State bond <br />money that is available for new construction of the Orange Campus. The <br />County would be expected to match with $4 million in capital funding or in- <br />kind contrbutions. <br />Commissioner Carey asked for clarification of the time frame in which <br />bond funds must be spent and the process for claiming it. Dr. Wynn said <br />that bonds are sold over a six-year period with 65% sold during the last <br />three years. He told them that a resolution announcing the <br />Commissioners intent to match the State funds for construction of a <br />satellite campus must be forwarded to the State. The State would then <br />issue a number for the project, which allows funds to be drawn against the <br />project account on a reimbursement basis. <br />Commissioners queried the basis of matching the State funds. Or. Wynn <br />indicated that in addition to construction costa and equipment that is the <br />local responsibility, the value of land could be used against the match. <br />The question regarding the use of the Skills Development Canter as a <br />partial match was raised since it's primary function is for Durham Tech <br />classes. Although Una new campus cost will likely exceed the $4 million <br />match required of the County, the Skills Center could potentially be held <br />as an over match and applied against future match requirements as they <br />may arise. Dr. Wynn will check to determine the passibility of the Skills <br />Center being considered for match purposes. <br />Steve Halkiotis remarked that a satellite campus could be compared to <br />having a third school district in the County. Operating expenses will <br />become part of the budget. Further, he stated that regardless of how the <br />match was determined, the County should support the effort and <br />produce a qualhy, facility for the community college function. He <br />encouraged the group to have a broad vision of the project. <br />Or. Wynn indicated that while he does not advocate the approach, the fact <br />is that some communities have gone to their legislators to have the match <br />appropriated for them. Representative (and Trustee) Ann Barnes <br />indicated that while that was true, it was primarily so for some of the <br />poorer Counties where the match would have been impossible without the <br />intervention of the legislators.
