10 <br /> 1 historical restoration/renovation development rights will be extinguished through the <br /> 2 conservation easement. <br /> 3 <br /> 4 There will be three separate yet concurrent easements on the property. The Natural Heritage <br /> 5 Area and stream buffers will be held in easement by the North Carolina Land and Water Fund <br /> 6 (NCLWF), and monitored by the Eno River Association through State contract. The remaining <br /> 7 open lands planned conservation easements would be held jointly by Orange County and the <br /> 8 Eno River Association. This easement would enhance the protection of this historic home and <br /> 9 grounds, which is listed on the National Register of Historic Places. The trail easement will be <br /> 10 held by Orange County with planning, management, and construction assistance with the <br /> 11 Friends of the Mountains to Sea Trail. <br /> 12 <br /> 13 The planned conservation easement areas are depicted on the attached site map. The draft <br /> 14 deeds of conservation easement and the trail easement are also provided. <br /> 15 <br /> 16 David Stancil, Department of Agriculture, Parks, and Recreation DEAPR) Director, <br /> 17 made the following PowerPoint presentation: <br /> 18 <br /> 19 Slide #1 <br /> Draper Savage Memorial Foundation (Moorefields) <br /> Conservation Easement <br /> 20 <br /> 21 David Stancil said this is a historic site, actually on the National Register of Historic <br /> 22 Places. He said that it is in the Falls Lake Watershed with stream frontage on a tributary to the <br /> 23 Eno River. He said it is on the route of the Mountains to Sea Trail and is also adjacent to Seven <br /> 24 Mile Creek natural area. <br /> 25 Christian Hirni, Lands Conversation Manager, said this property is more commonly <br /> 26 known as Moorefields. He said that in 2018, Barry Jacobs, executive director of the Friends of <br /> 27 Moorefields approached Orange County staff with interest in granting a conservation easement <br /> 28 on the property.
